Ashland Work I to Start
Ashland. Material has arrived bar

to begin on the first unit of the Hyatt
Prairie dam. northeast of Ashland,

through fraudulent locations on land
of the Oregon & California railway,

Jones of the Roaeburg United State
land office.
"Hundred of person write to til

ing these lands." said Mr. Jones,
"many of them after they have parted
with their money. We have alway
sent out a circular letter to people
making Inquiries about land In this
district giving the amount of vacant
land by counties, the character of th
land, a general description of th
country, and last, but not least th
climatic condition that prevail.
"A number of persona who wer

regular homestead application in this
office, all of which we rejected. Some
of them appealed from our decision to
the general land office, claiming that
they would win the land in the end."
Free Wool Cauaes Sales.
La Grande. On account of th
changing of the tariff on wool many
sheep are being marketed from this
section, as tbe sheep men fear the ani
mals will not pay to keep for wooL
In the last week two train load of
sheep have been shipped out of Union
and Wallowa counties, the first train
load from Joseph, in Wallowa county,
and one from Elgin, in Union county.
DREDGE 6ETS MUCH GOLD
Powder River Operations Unusually
Successful.
Sumpter. Since January 7 the gold
dredge of the Powder River Gold
Dredging company at this place has
keen in operation day and night be
ing run in three eight-hour Bhifts. The
rich return derived from this boat has
been one of the shining successes met
this year in mining in eastern Oregon.
This work is paying beyond even
the expectation of the owners at the
time of building. The riffles ar
cleaned np once a week, and the gold
retorted at the company's laboratory
in Sumpter. The gold bricks from this
retort are expressed to the United
States mint at San Francisco,
Book Companies Must Pay License.
Salem. Corporation Commissioner
Watson states that the publishing
firms which have made contracts to
furnish school books in this state must
eualify to do business in this state un
der the laws regulating foreign cor
porations. They must each pay a li
cense of $100.
Medford Has $25,000 Fire.
Medford Fire destroyed tbe Union
livery stable, two dwellings nearby,
five horses and about twenty sets of
harness. For four hours Medford was
In darkness, and the telephone service
was out of commission. The loss is
estimated at $:;,000, partially covered
by insurance.
Hansel Is Guilty.
Astoria. Guilty of murder in the
first degree was the verdict rendered
by a Jury in the circuit court in the
case of Oswald C. Hansel for tbe
murder of Judge Taylor on Sunday
morning, September 14.
Man Shot for Wildcat
Roseburg. Mistaken for a wildcat
Preston Wilson of WinstonB was shot
through the left leg Saturday by B. B.
Pindell, while bunting in tbe moun
tain 30 miles from Camas valley.

HAIL DECISION AS VICTORY
Governor West Asks Return of Money
Spent In Cruaad.
Salem, Or. Governor West looks
upon the results of tbe meeting of the
emergency board Saturday as a "vic
tory." The board created a deficiency
of $5000 for use aa reward for the
capture of felons, and another of $1500
for use by the governor in his vies
crusade.
Action on a motion recommending
that the legislature reimburse the gov
ernor tor the 11500 be spent person
ally In tbe anti-vice crusade waa de
terred until next meeting of the board.
Mr. West promised all the member
itemised bills of hi expenditure and
invited them to come to his office and
look over any papers he may have
in connection with the work.
Biaby Declared Not Guilty.
Los Angeles. The Jury verdict
"not guilty," set the millionaire, Geo.
H. Biiby, free and ended the case of
the Jonquil, with Its parade of young
girls before grand Jury and courts, its
Indictments charging offenses against
morality and its counter charges of
blackmail and the maintenance of a
mantrap by a coterie of young men
for the catching of wealthy men.
Tug Goes Through Big Gatun Locks.
Panama. The most important step
thus far toward the operation of the
Panama canal took place when tbe
seagoing tugboat Gatun, drawing Uli
feet of water, was passed successfully
through the Gatun locks and now
floats on the bosom of Gatun Lake,
John F. Lacey Drop Dead.
Oskalooea, la. John F. Lacey, ex
representative from -the sixth Iowa
i congressional district dropped dead
here of heart disease.
DECLARE MEDFORD
RATE ACT VOID
i Portland. The so-called Medford
rate bill, which was adopted by the
' people under the initiative on Novem
. ber 5, 1912, and which made sweeping
: changes in freight rates in the state,
'' has been declared unconstitutional
and void in a decision by Judges Wol-
verton and Bean, of tbe United States
district court in Portland, and Judge
Gilbert, of the United State court of
: appeals in San Francisco, before
whom, sitting en banc, it was argued
a little more than seven months ago.
The decision was announced in an
j opinibn written and delivered from
the bench by Judge Wolverton. All
! three Judges fully concurred in every
atpect of the decision.
The measure haB been generally re
ferred to as the "Medford" rate bill
because of charges that It was pre
pared and placed on the ballot in the
selfish interests of Medford mer
chants. Appealed to by railroad men and
shippers for relief against what it was
; declared would be a disaster to the
1 state if permitted to go into effect,
the federal court granted a temporary
injunction against the operation of
I the act shortly after its passage. Tbe
court directs that the Injunction be
made permanent.

German will be taught in th seventh
and eighth grades of tbe public school
at Eugene.
Governor West ha received a
check for $55,000 from Secretary of
the Treasury McAdoo, which is IS per
cent of tbe income from the federal
forest reserve up to June 30, 1911.

the fire occurred and the spread was
so rapid that none were gotten out
C. C. Moore of the United States de
partment of agriculture visited the Ag
ricultural college and was given every
assurance that the institution would
co-operate in fostering the movement
to grow potatoes in Oregon for the
manufacture of starch.
Whether or not the Southern Ore
gon State Normal college at Ashland
shall be reopened after being closed ;
for five year will be an Issue to be ,
voted upon by the electorate of Ore-
gon at the general election to be held '

suicide, at his home 40 miles north of
Wallowa.

Miss Christina Schirmer, 21, unmar

hanging herself. She fastened one end
of the stocking to a window guard,
and then, slipping the noose over ber
bead, leaped from a chair.
The state highway commission has
been authorized by the Multnomah
county commissioners to draw on the
$75,000 fund set aside for the con
struction of the highway down the
Columbia river to the sea. The work
will be confined to that portion of the
county from Portland to the early line
of the county.
Loss of memory of everything that
happened to him prior to 1912, obliter
ating all knowledge of what his real
name may be, where he came from,
and who his relatives may be, was al
leged by J. J. Marvin, alias Mater,
who was bound over to the federal
grand Jury on a charge of having im
personated a government officer and
obtained on that basis money and
lodging in Portland.
