We need to do better for the people we serve.” The fi re district is asking voters to consider increasing its operating levy from 71 to 99 cents per $1,000 of assessed property value. Most of the 28-cent increase would fund two additional fi refi ghter/ paramedics and a deputy fi re marshal — a small portion would be dedicated to routine apparatus replacement. MCFD#1 currently relies on full-time and volunteer personnel to staff its engines. Volunteer participation has declined 52.4 percent since 2013. This impacts the dis- trict’s ability to get an effective response force on scene. Two more fi refi ghters would enable the district to guarantee staffi ng a third en- gine seven days a week to respond to emergencies. Mc- Mann believes that a guar- anteed third engine during busiest times would make a difference to saving lives and property. In the last week of Decem- ber, three calls were dispatched to the district within 10 min- utes. Two engines were already on calls, and there were not enough fi refi ghters to staff the third. As a result, MCFD#1 had to reach out to a neigh- boring agency for mutual aid. In October of 2019, there was a serious accident involv- ing semi-trucks and cars on I-5. Again, there were only two staffed engines, and both were dispatched to the acci- dent scene. This took one en- gine away from the high call volume area where it is nor- mally stationed, resulting in a delayed response time to the accident and other calls for service. “Two more fi refi ghters would guarantee that third engine during the busiest time of day between 7 a.m. and 7 p.m. This means we can get to an emergency faster and maintain an engine in high call volume areas, which is saf- er for our citizens,” said Mc- Mann. Contrary to intuition, the refl ective properties of lane stripes do not come from the paint itself. The source is actually glass beads blown into the paint in a two-step process. When a car's headlights shine on a pavement marking embedded with glass beads, the beads refl ect the light back and are supposed make them easier to see at night. Increased air pressure might have blown the beads too far into the painted pavement for them to work effectively, but Lawyer also investigated past invoices for striping work. “I hoped to fi nd out how many pounds of beads were used when they did the striping, but the invoices only say what we were charged,” Lawyer said. “It didn’t lead anywhere.” The city paid $12,000 for beads in 2019, $9,000 in 2018 and $12,000 in 2017. Given that the county’s striping machine is out of service, Lawyer looked into the possibility of putting refl ectors in place, but the cost escalated quickly. When he found ones that he deemed suffi cient quality, they were $9 apiece.
