PAGE A6, KEIZERTIMES, JANUARY 17, 2020 Amid dissent, Salem Mental health development gets fi lm screens school tax exemption at Grand By HERB SWETT Of the Keizertimes Tax exemptions for multi- ple-unit housing as approved by the Salem City Council received approval of the Sa- lem-Keizer School Board on Tuesday. Parke 325, LLC, has ap- plied to the council to con- vert a 32,257-square-foot mixed-use building contain- ing 30 residential rental units and two commercial units. The council has asked the other taxing districts in the area to join it in the tax ex- emption. The project is within the Riverfront Downtown Ur- ban Renewal Area. Two board members, Jesse Lippold and Paul Kyllo, voted against the exemption. They have contended that all busi- nesses in that area should be taxed the same. In other business, the board heard administrators report on the Student In- vestment Account, which includes dedicated funds for career-technical programs, dropout prevention, supports for students who have dis- abilities and increased access to preschool programs. A task force has been formed to meet regularly to recommend funding priorities. The board also had fi rst reading of a revised set of governance policies for it- self. One proposed change is for the board to review the policies in each non-election year; it has been reviewing them annually. In the Spotlight on Suc- cess portion of the meeting, Magda Romero, principal of Cummings Elementary School, honored Dr. Jenni- fer Frankel, a Keizer den- tist, as Business Partner of the Month. In Frankel’s ab- sence, her husband Jonathon Thompson, accepted the cer- tifi cate. Frankel and her team, Romero said, donated two new bicycles to the school that two students will win af- ter entering a raffl e for each month of perfect attendance. Grants accepted by the board were $583,750 from the Oregon Department of Education for implemen- tation of strategic improve- ment plans for schools and the district, $125,577 from ODE for supplemental ser- vices to identifi ed preschool migrant students and families, and $31,511 from the Com- munity Resource Trust for analyzing the effectiveness of programs at the Career and Technical Education Center. Personnel actions approved by the board include the fol- lowing in the McNary High School attendance area: • Temporary full-time sta- tus: Kristi Coberly, Keizer Elementary School; Marga- ret Cole, Gubser Elementa- ry School; Linda Olson and Vickie Russon, McNary. • Retirement: Linda Olson, McNary. Theatre The Salem Progressive Film Series pairs documentaries with dynamic speakers to spread ideas, create discussion and inspire action. On Tuesday, Jan. 21, the series features the fi lm Bedlam. The Grand Theatre, 191 High Street N.E, hosts the series. Films begin at 7 p.m. Admission is $5. Set in Los Angeles, Bedlam is the fi rst major documentary to explore the crisis in care of severely mentally-ill citizens. The fi lm tracks wrenching individual stories of mentally- ill patients caught on an endless merry-go-round of ineffective care, exposing the anatomy of a broken healthcare mill. Deb Patterson, chair of the Marion County Health Advisory Board, and Tim Black, a member of Eugene’s Crisis Assistance Helping Out On The Streets (CAHOOTS), will lead a post-fi lm discussion. New First Citizen will be honored Sat. One of the Keizer Cham- ber of Commerce’s biggest parties of the year is Saturday, Jan. 18. In addition to naming the city’s new First Citizen, awards are presented for Mer- chant of the Year, Service to Education and a President’s Award goes to a person se- lected by the outgoing pres- ident of the Chamber board of directors.
