He later told police he was attempting to get the officers to shoot him. About 2:30 p.m. on Wednes- day, Oct. 17, KPD officer re- ceived a report of a man walk- ing near the intersection of Lockhaven Drive Northeast and River Road North who was yelling at students also walking through the area. An officer contacted the man but decided to back off and not es- calate the situation because he was unresponsive and had not committed a crime. While the officer broke off contact, another officer decided to observe the situation from a distance. He parked near the in- tersection of Manzanita Street Northeast and River Road North and soon the suspect was again in view. This time he was allegedly yelling at vehicles and making obscene gestures. The man walked west in to the McNary Estates subdivision where the officer lost sight of him. When the man was locat- ed again, he was in possession of a golf club. “Now that the subject had armed himself with something that could be used as a danger- ous weapon, the officer acti- vated his overhead emergency lights, parked his patrol vehicle and got out where he confront- ed the subject,” said Deputy Chief Jeff Kuhns, of KPD. The man raised the golf club in a baseball hitter’s stance and repeatedly called for the officer to shoot him. The man refused to comply with orders and be- gan walking toward the officer who deployed a Taser while a cover officer handcuffed him. “He was trying to provoke the officers into a suicide-by- cop situation. Both Keizer PD officers demonstrated great re- straint, especially after the sus- pect armed himself with a golf club, raised it above his head, and menaced them,” Kuhns said. The man was identified as Chad David Scott, 26, of Jen- tif Court in Keizer. He was arrested and taken to the Mar- ion County Jail where he was charged with menacing, unlaw- ful use of a weapon, disorderly conduct and theft of the golf club. SHOT, continued from Page A1 was inside, Hackney locked all his doors and armed himself with a .380 caliber handgun. As he was cleaning his bleed- ing face, Hackney’s live-in girl- friend received a text message from O’Connor’s girlfriend at 1:06 a.m. warning that O’Con- nor was on his way over and stated “hope your doors are locked.” Simultaneously, O’Con- nor began to kick Hackney’s back door open, broke in, and came after Hackney inside the home. Hackney fired one shot at O’Connor. O’Con- nor turned and ran back to his house. Hackney called 9-1-1 at 1:07 a.m. to report that he just shot at his neighbor. O’Connor was taken to the Salem Hospital Emergency Room by his friends, where he later died. Officers and detectives from the Keizer Police Department, Salem Police Department, and Marion County Sheriff ’s Of- fice responded to the proper- ties on Cummings Lane and the Salem Hospital Emergency Room. Hackney was compli- ant and cooperative through- out the investigation. Hackney voluntarily provided a blood alcohol breath sample which revealed a blood alcohol con- tent of .00 percent. An autopsy performed by Dr. Rebecca Millius at the Or- egon State Medical Examiner’s Office found that O’Connor died from a single gunshot wound to the chest. He also had injuries to and debris in the bottom of his foot, consis- tent with kicking a wood door. O’Connor’s toxicology reports were positive for cocaine and THC, the active ingredient in marijuana, and his blood alco- hol level was .23 percent. The grand jury found that Hackney was justified in his use of force because O’Connor had broken into Hackney’s home with the intent to commit a felony or presented a imminent threat.
