School bond gets 1st read, clocks in at $619.7 million By HERB SWETT For the Keizertimes First reading of a proposal to put the ques- tion of a $619.7 million general obligation bond on the May 15 ballot was approved by the Salem-Keizer School Board on Tuesday. Final board action on putting the bond pro- posal on the ballot is expected at the board’s Feb. 13 meeting. The estimated property tax rate increase is $1.24 per $1,000 assessed valua- tion. An $8 million state grant has been award- ed in the event of voter approval. Expected results of passage are: • Construction of space to alleviate crowd- ing and increase capacity, including for voca- tional, technical, and science programs at high schools. • Construction of additional elementary and middle school space to relieve crowding and address future enrollment. • Seismic upgrades at facilities rated very high for earthquake collapse. • Construction of gymnasiums, libraries, and libraries. • Various security upgrades. • Upgrades to address maintenance issues. • Improved technology infrastructure and relocation of the data center, fi elds, and tennis courts. • Payment for bond issuance, land purchase, portable classrooms, demolition, furnishings, equipment, and related site and building costs. For elementary schools in the McNary High School attendance area, bond approval is projected to add three classrooms to Gubser and four to Keizer. Cafeterias would be added to Cummings, Keizer, and Gubser. The library at Keizer and the gym at Gubser would be renovated. A fi tness room would be added to Keizer. Gubser and Kennedy are found at very high risk for an earthquake, and there would be seismic designs for Gubser and Keizer. A renovated cafeteria or commons would be added to Claggett Creek Middle School, the library and two science classrooms would be renovated, and there would be seismic de- signs. For Whiteaker Middle School, one sci- ence classroom would be renovated. McNary would have 18 teaching station additions and an auditorium renovation. The high school is considered a very high seismic risk. Several people spoke from the audience in favor of the bond, none in opposition, Mike Evans of Salem, appearing with his brother Craig Evans, urged the board to support the proposed Salem River Crossing Bridge. He said there should be no competition between the school bond issue and the bridge issue, be- cause they have shared goals. Personnel actions approved by the board included two temporary full-time contracts at Claggett Creek, for Jonathan Kaiser and Bran- don Sherrard.
