That was a question city of Keizer staff looked at recently, particularly in regards to news media attendance at executive sessions. The issue came up in December, when Keizerite Eamon Bishop asked for per- mission to attend a Dec. 7 Keizer City Council executive session. Bishop claimed he was starting up a newspaper and was thus allowed to attend the session as a media member. City Attorney Shannon Johnson met Bishop at the door and explained he hadn’t had time to research the topic, since the request came shortly before the meeting. Bishop left and did not attend the regular council meeting that evening, nor did he attend the Jan. 4 council meeting. A copy of his newspaper has not been seen yet, either. Still, bringing up the issue led Johnson to put together a policy for news media. He used Salem’s policy as a model and also got input from others in Keizer before presenting his recommended policy at last week’s council meeting. As defi ned by state law, rep- resentatives of the news media are allowed to attend certain executive sessions but can be required to not disclose speci- fi ed information discussed during the sessions. There are 10 print media, eight radio media and nine television media organizations recognized by the city, though only the Keizertimes has been in attendance at executive ses- sions for several years. “Most times news media are allowed to attend,” John- son said. “It would be appro- priate to have a policy.” Among other things, the city’s new policy makes it clear no recording is permitted of executive sessions except for the city’s offi cial recording. Councilor Amy Ryan asked about the future. “Is there a clause that al- HEALY, continued from Page A1 lows changes in the future if another media source want- ed to be considered?” Ryan asked. “I understand the list, but it could change in the fu- ture.” Johnson said there is a pro- cess for such new recognition. Mayor Cathy Clark liked the policy. “It allows us an appropriate review of news outlets,” Clark said. “We have seen news out- lets change drastically in the last 10 years.” Councilor Roland Herrera asked about bloggers. “Do you see bloggers being put on the list?” Herrera asked. Johnson said anyone would have to meet a high level. “I don’t know at what level a blogger would qualify,” Johnson said. “It has to be an entity serious about creating news in Keizer. That would be a diffi culty with a random blogger. There has to be some frequency of publication, an institutionalized entity.” Councilors adopted the policy unanimously. puzzle answers Failing to appear in court is not a new thing, as his past history is fi lled with such marks. Being in trouble with the law is far from a new thing as well for Healy. A look at Healy’s name in the system reveals more than two dozen records, starting with a 1987 infraction for defective equip- ment in Clackamas County. Many of the records deal with suspended license or other driving issues, while a 1989 case dealt with posses- sion of a controlled substance and unlawful possession of a fi rearm. He was fi rst convict- ed for a theft charge in 1991, with another conviction for possession of a controlled sub- stance in 1995. Healy was convicted of burglary in 2002, with a crim- inal mischief and another bur- glary conviction the following year. A reckless driving con- viction followed in 2007, with a conviction for possession of methamphetamine following in February 2008.
