Schmidt, will tie intereating reading for farmers, and should be preserved for futurp reference. In the main, the Federal Rural Credit System is Intended to do for the farm ers what the Federal Reserve System is intended to do for business and bank ing. The farming industry, it is claim ed, has been more backward in this country than any other industry of such magnitude, and it is due largely to the fact that there has been a lack of reasonably cheap money to develop the farming industry. In the past farmers have been compelled to pay too high a rate of interest for good farm loans. 1 say good farm loans, for this is the only kind that will be made under the proposed Federal Rural Credit System. To start with, the proposed Rural Credit System is to be established and conducted under the supervision of 12 central district banks, known as Land Banks; in other words, the entire United States will be divided into 12 districts (each district being made up of several stales), and in each such district will be located one Land Bank, which Land Bank in a general way supervises the local organisations that are to be formed in the different parts of each district for the purpose of get ting farm loans. Over these 12 dis tricts and over the whole Federal Rurel Credit System is to preside a Federal Board of five members, four of which are appointed by the presi dent, and the Secreta y of the Treas ury is an ex-officio member. This Federal Board appoints a local board and secretary for each of the 12 dis tricts, also an appraiser for each dis trict, and an examining committee. As soon as the districts are established and the city designated in which the Land Bank is to be located, stock sub scriptions are received by the Federal Board from the public for an amount up to $750,000. In case the public fails to subscribe this amount (which amount is necessary for starting the Land Rank in each district,) the Federal Government can supply the capital, with the understanding that the gov ernment money is to bt returned as soon as sufficient farm loans are made to take up the stock subscription re quired. The officers in the District Land Bank nre all pawl from the Fed eral Treasury except the appraisers. The directors are to serve without pay. The government is to receive no in terest or dividends for any funds ad vanced to help start the Land Banks, but the local subscribers to the stock will receive dividends us soon bh they are earned; these, however, are not expected to bo very large. Fnrmers desiring loans in a district are expected to make application to the Land Bank in their district, nnd then must organize themselves into a local organization. To form such a local organization at leust 10 farmers must unite in making application. This locul organisation, when perfected, manages its own affairs under the supervision of the District Land Bank. The local elects a secretary-treasurer, who receives a limited amount of pay for his services; it also elects a com mittee of three to appraise the land on which loans Hru desired. This com mittee serves without remuneration. In order to organize a local, requests for loans must be received aggregat ing at toast $20,000.00, and each farmer requesting a loan must subscribe to the stock in the District Land Bank for an amount equal to five per cent of the loan desired, which would be $50.00 for each $1000 loan. The stock will pay him a dividend, nnd he will be required to hold Ilya stock until he pays off his loan, when the stock will be redeemed by the District Land Bank. This has been the practice in the past and incidently gives the business an opportunity to do aome real advertis ing. Mr. E. C. Downing of Sublimity, has also been doing some good work in promoting the fair. Mr. Downing is one of the board of trustees of the Slayton School Fair Association and fully appreciates the beneficial dona tions for the fair in bis neighborhood and re|>orts that he expects to keep up the good work. He is a progressive farmer and dairyman and owns an ex cellent and well kept farm in the Waldo hills a few miles north of Sublimity. It is hoped that other districU will be heard from in the near future as the school fair movement is deserving of the support of every good oitizen.
