I most earnestly recommend that the general hoard lie by law turnod Into a general staff. Th.-i* la literally no exeuse whatever for eoutlnulug the present bureau organization o f the navy. The navy should I k * treated as a purely military organisation, and everything should I k * subordinated to the oue object o f securing I'.IMtary efficiency. A system o f promotion by merit, either by selection or by ex clusion or by both processes, should be Introduced. Nothing better for the navy from every standpoint has ever occurred than the cruise o f the battle fleet around the world. The Improvement o f the sh it« In every w ay lias been ex traordinary. and they have gained far more experience In battle tactics than they would have gained If they had stayed In the Atlantic waters. I do not believe that there Is any other •errlcc In the world In which the •vevage o f character and efficiency In the enlisted men Is as high ns Is now the case In our own. I believe that the same statement can I k * made ns to our officers, taken as a whole, but there must be a reservation made In recard to those In the highest ranks aud In regard to those who have Just entered the service, because we do not now get full beueflt from our excellent naval school at AnnajioJts. honorable limn would iK-have toward his fellows. Latin American Republics. The commercial and material prog ress o f the twenty Latin American re publics Is worthy o f the careful atten tion o f the congress. No other section o f the world has shown a greater pro portionate development o f Its foreign trade during the last ten years, aud none other has more special claims on the Interest of the United States. Psnams Canal. The work on the Panama canal Is be ing done with a speed, efficiency and entire devotion to duty which make It a model for all work of the kind. No task of such tuagultude has ever before I skmi undertaken by any uatiou, aud no task o f the kind has ever lieen better performed The men on the Isthmus, from Colonel lioethals and Ills fellow commissioners through the entire list >f employees who an* faithfully doing their duty, have won their right to the ungrudging respect and gratitude of the American people Ocean Mail Lines. There la the Instrumentality of the postal sav ings banks. Postal savings banks are now In operation iu practically all the great civilized countries with the ex ceptlon o f the United States. Parcel Post In my last .lunual message I com mended the postmaster general’s rec ommendation for an extension o f the parcel post on the rural routes. The establishment of a local parcel post on rural routes would I k * to the .mu tual benefit o f the farmer aud the country si: rckeeper. and It Is desirable that the routes, serving more than 15.- 000.000 |K»np!e. should be utilized to the fullest practicable extent Education. some fear felt among those whose sttentlon has been called to the change In the programm e that u great Influx o f Phluese women to this country will follow and there will be no moans of stopplug such tide of Immigration.
