Roosevelt’s Final Annual Message Will Make Appeal. Washington, Sept. K.— President Roosevelt, in his final annual mes sage to Congress, probably will rec ommend an increase in the numeri cal strength of the army to at least 100.000 men. At present the army is on a footing of 60,000 men, the number provided for in time of peace. To the general staff It has become evident, in the last two years, that 60.000 men are too few properly to garrison the posts at which it is nec essary to maintain an army*/force. These posts include the garrisons in the Insular possessions of America. The law provide» that the army may be increased to 100,000 men In time of need. This provision in thi opinion of military experts Is likely to prove a serious handicap to tho army If absolute necessity should arise for a larger force.
