Put Land to Use and Everybody Gains The plan which I have presented to Congress means that we shall put this land to use. That is where tTie coun try gains. It means that it shall be put into condition by the soldiers after they have been mustered out. That is where the soldier gains. Every man who has been in the ranks of the army or the navy shall have an opportunity to go on to one of these projects and have a Job at the cur rent rate of wages in building a "dam or a ditch .or leveling land or pulling ,up stumps, building dikes, clearing fences. . Can Select Farm In Any Clime. This means that when the boy reaches New York he goes back home for a time, meets his people, and thoij is given a chance to. take a place in one of tho great camps that will be formed for the reclamation of some of this unused land. He gets his wages there Out of these he will pay a certain amount for his board, save enough in a year and a half or two years wjiile he is working to pay a first installment on a farm any where north, south or west, and have that as his own. It will be a farm that will be prepared not a piece of wihfland, but a farm in a settlement which has its roads already built. It will be a farm already surveyed, fenced, a house and a barn built, the land cleared, so that a man can move in his furniture and begin life at once. They will be connected with rail roads. They will be chosen with ref arence to the marketing of the pro duce that will be produced upon them In short, each man can have a job the government advancing the capital ind out of the combination of his own Inbor and the government's capital he can be given an independent living. It's Not Charity Act, But Partnership But this is not to be done in Uiu slightest bit as a matter of charity, nor is any man to be coerced into taking up the work. It is an oppor tunity which the government out of appreciation for the fine service ren dered, by its boys gives to them. They will pay back the money with interest, but they can pay it back over a period of 40 years. The man who drains a great area in South Carolina may choose a farm in Ari zona or in Idaho. Wo have spent $60,000,000 a day in fighting tho bochc, (and surely we can afford to spend what was a few days' war outgo in setting up for life the men who whipped the Hun. It will bo a profitable arrangement all around. The money will b ad vanced by the people. It will be re turned by those who tako the farms, I expect hundreds of thousands of city-bred fellows will have this deuire fof an independent out-of-door life, Then there are a million men in our army who come off the farms, many of whom will never have u chunco to own a farm unless there is somo such plan as this. The government haB been experi menting for years with poisons for squirrels. Old settlers who broke land in the early eighties often lost com plete crops to tho little posts. Tho following article gives a poison receipt and a 'discusion of the squirrel pest Many farmers formerly used stry chnine sulphate prepared in n variety of ways to poison the ground squir rels, but because this material prov ed unsatisfactorily, the use of pow dered strychnine (alkaloid) is now practiced in the organized campaigns. The poison acts very rapidly through the mouth and cheek pouches instead of through the"stomach. It is prepar ed by mixing 1 tablespoonful of gloss starch in one-half teacup of cold wu ,ter and then stirring this combina tion into one-half pint clear paste. Then 1 ounce of powered strych nine (alkaloid) is mixed with 1 ounce of baking soda in a little water und stirred with the starch into a smooth, creamy mass, fiee of any lumps. Yhnn one-forth pint of heavy corn sirup, 1 tablespoonful of glycerine and one sennt tcaspoonful of saccharin dissolv ed in n little warm water and stirred together. This solution is spread t.v er 12 quarts of oats and mixed thor oughly in order to coat each kernel. One quart of this poison is sufficient, or 40 to CO halts. -The material -scatterel one tcaspoonful to u place - should be distributed along tho clean hard surfaces near the squirrel holes where is will not endanger live stock and where there is no chance for the rodents to waste the muterial by '.ramping over it or by covering it with refuse from their holes, as would occur were the bait to he placed direct ly in their burrows. The saccharin and corn sirup uro used to make the bait palatable, while the baking soda retards solution of strychnine and thus aids the saccharin in hiding its better taste. The starch cements the poison evenly over the oats or barley grains nnd tho glycerine prevents the poison from drying nnd dusting off the grains. Oats or barloy are used because the ground squirrels for whom tho bait is intended are particularly fond of these grains. This bait is much better than the stryoh- nino sulphate poison formerly used, because it is more effective und can be stored in quantity for comparative ly long periods without deterioration, Poison "ground squirrels as early in the spring as possible say the Federal specialists, as in this case the nat ural increase of young squirrels is elimnted. Tho poisoning campaign should bo continued throughout tho year until the section is free of these pests. The rodents will eat the poi son baits at any time. Attention should bo given to destroying tho squirrels' in all their haunts in the rows and roads as weH.as from tho cultivated fields where complete ex termination of the pests is sought.
