WHAT GKRMAn'rULE MEANS Systenmatic Exploitation of Belgium Under the Rathenuu Plan Advertise In The Enterprise WASHINGTON, D. C, April 1!),- Tho systematic exploitation of BeU Eium by the Germans under the so called "Rathenau Plan" is revealed for the first time to the American people in the latest publication of the Committee on t'uuiic lnlormation, is sued today, entitled "German Treat mcnt of Conquered Territory." It is based upon unpubished reports to our Department ot state, and other sources as yet little known in this country, and presents an appalling record of calculated German greed and brutality. Much of the most damning evidence is derived from tho official orders and other utterances ot the Germans themselves. The Rathenau plan was suggested early in August, 1914, by Dr. Walter Rathenau, president of the General Electric Company of Germany. It consisted essentially in the formation, under his direction, of a bureau to procure an unfailing supply of cs such as rubber, saltpeter, metals, etc., both by purchase in neutral markets and by seizure in occupied territories. Secretly a more dastardly purpose was pursued. "The plan aimed not merely at making war support war by contributions and requisitions forced from the conquered peoples. It also sought to destroy the in dustries among the subject peoples so that it might not be possible to build them up again for some years, if at all. In the meantime the Ger man authorities counted upon their ability to capture the markets of the world for their own wares." Other chapters in this publication, which may be obtained free by writ ing to 8 Jackson Place, Washington, D. C, are devoted to nillaire and arson as practiced by German officers and ; troops; to the deliberate burning of tVin IMnVi mHr nf T nmrqin rm tVia ' charge that the citizens 'had fired on' German troops; and to the wanton I destruction of houses, orchards, and I every work of man carried out last I spring in nothern France when Ilin- I denburg was torced to fall back from the region of the Somme. RESTS??, " ' R. N. Stanfleld. j T T XI J W Oregon's Self Appointed Boss Afraid s of Stanfield Believing that the Republican voters of the State of Ore gon would not look with favor upon. Oswald West naming the Senatoral candidate for the Rcpublcan party. And inasmuchvns I has'c received many thousands of letters and other assurances from the Republican voiers assuring me of their suppoit, T must respectfully decline the proposal of Mr. West that all other candidates withdraw and give a clear field to C. L. McNary. I fee! that I have the confidence of the Republican voters and the people of this great state that I will serve them honestly and efficiently as a Senator and at this critical time they are inclined to support a man from the business walks of life. Oswald West has heretofore asserted that he only desired to be a candidate that he might oppose me if I should be successful ir defeating McNary in the primaries. -His interference is intolerable to me, as I believe it is to the Republican voters of tho State, and I will welcome the op portunity to oppose him in the general election if ho should be successful in defeating his Democratic opponent, Mr. King. R. N. STANFIELD. Mr. Sanfield makes the above reply to the proposal of Oswald West that all candidates for senator withdraw in favor of Mr. West's candidate. The whole activity of the Democratic machine in attempting to stem the tide of dissatisfaction against their candidate now in the senate is laid bare in this last supreme attempt of Mr. West to bolster up a forlorn hope. The question is do the people and the Republicans want this sort of bossism in Oregon, or do they want 100 per cent Ameri cans and 100 per cent Republicans such as Mr. Stanfield, a suc cessful, energetic, patriotic self-made man--whose every act has added to the progress and growth of Oregon, a man who gets results, accomplishes something, who has worked and knows how to work, and who will work. Stanfield is 100 per cent American and 100 per cent Re publican and he would support the President in winning this war. Which do you want? A man who can stand on his own feet, or one who cannot?
