Tho Government must look after tho basic human needs of tho people, food, shelter, clothing and fuel in order to maintain the tnoralo of tho industrial and agricultural supports of the army. It is of course paramount that the right of way as far aa required tion from factory to port and from of transportation is neglected, that from tho field to tho market or from tht forest to tho mill or from tho mino to tho smelter, tho remainder will soon disappear. Secretury Rigby organized tho districts, won over tho farmers, con vinced tho big land companies, proposed a bond sale and in every act and particular ho has been sustained by tho circuit and supremo courts of this district and state. Overcoming tho disappointment and unfavorable turns In the money market, tho luck of assistance from Washington, tho opposi tion of a few land owners, ho had finally reached tho stago where success was in sight and the projects, woro to become realities, when ho was taken away.
