NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN, That a special election has been duly
called by tho Board of Directors of the Warmsprings Irrigation District, to
bo held at the following named polling places within said District:
Division No. 1, at tho Grove School House;
Division No. 2, at the Star School House;
Division No. 3, at tho "Old Mill;"
Division No. 4, nt tho Mallett School Houso;
Division No. 5, at tho residence of C. E. S. Wood, in section 13, T. 18 S.,
Range 46 E.; the boundaries of said divisions being described in tho Order of
tho County Court dated May 29, 1910; said election to bo held on tho 15th
day of August, 1916, between the hours of 8 o'clock a. m., nnd 5 o'clock p. m.,
of said day, to determine tho question of issuing Seven Hundred and Fifty
Thousand Dollars ($750,000) gold bonds, to bear interest at a rate not
to exceed 6 per cent per annum, pursuant to tho provisions of Chapter 189 of
the 1915 session laws of Oregon.
Tho said bonds to be designated "Warmsprings Irrigation District Im
provement Bonds, Scries No. 1." Five per cent of which shall be payable in
21 years, and thereafter as provided in section 7 of said act, and all payable
at the expiration of 30 years. Tho proceeds of tho sale of said bonds
to bo used in tho construction of a storage system for irrigation as adopted
by tho said Board, and thereafter for the improvement of tho distribution
system as planned, copies of tho general plan of which aro to bo found with
the Secretary of tho said Board at itr office in Vale, Oregon.
At said election tho question shall bo submitted to the legal voters
of the said District as follows:
"Shall the Warmsprings Irrigation District issue for sale Seven Hun
dred and Fifty Thousand Dollars ($750,000) gold bonds, bearing interest at
n rato not greater than six per cent per annum, for the construction and
improvements of the storage and distribution systems of the district?"

RESOLUTION
RESOLVED: That for tho purposo of formulating a general plan of tho
proposed works for storage and for tho improvement of tho distribution
system of tho waters of tho Malheur River for tho irrigation of lands includ
ed within the Warm Springs Irrigation District, the surveys, examinations
nnd plans heretofore mndo by tho Co-operative Engineers and adopted in the
alternative by this Board, tho Bonrd now finds tho general plan herein shown
to bo most practical, and. subject to such change or modification ns the
progress nnd oxporienco of installation may disclose, economy and efficiency
considered, the same is hereby ndopted. And it is hereby determined that
said survoy, examination and report furnish a proper busts for an estimate
of tho cost of carrying out tho said plans.
PLAN FOR IMPROVEMENT WARM SPRINGS IRRIGATION DISTRICT
Storage
It is. proposed to construct n dam for tho purposo of crentinc n rcser
voir for the storage of 159,000 acre feet of water at n point near tho ccntor
or tne southwest quarter oi section 8.011 township 'm a., K, 37 K., W.M., the
necessary sito for which is to bo acquired.
Tho dam shall bo of grnvity type, as shown oh File No. 815 of tho
Engineer's Report, and shall bo 84.5 feet in height above low water and as
described on pages 77 nnd 78 of said report.
Tho cost of tho structure, including tho cost of tho site, administration
charges and engineering charges shall bo as estimated in said report as near
as may be, $389,280.
This cost, to bo cnlled "Storngu Charge," will bo distributed to the vari
ous units embraced within tho boundaries of tho Warmsprings Irrigation
District as follows:
OLD LANDS aro those lands with rights to tho normal flow of
the river nnd which havo been using certain amounts of same.
NEW LANDS are thoso which havo no rights except such ns may be
created by this organization, nnd their inclusion within tho boundaries
thereof.

IMPROVEMENT FOR DISTRIBUTION
It is proposed to distribute water both to the old and new lands through
the medium of the present ditches enlarged and extended, with such modi
fications of the points of diversion as may be found necessary for the im
provement and safety of tho structures at all times.
'The distribution of the costs will be as follows:

PROPOSED BOND ISSUE
For the purpose of providing funds for the construction of the proposed
dam and distribution system hereinbefore described, and more particularly
set lortn in tno engineers' itcport nt aaoptea oy tne uoara 01 Directors, tne
WARMSPRINGS IRRIGATION DISTRICT, through its Board of Directors,
under the laws of Oregon for 1915, Chapter 189, Section 7 thereof, should
issue and disposo of SEVEN HUNDRED AND FIFTY THOUSAND DOL
LARS, par value, interest bearing gold bonds of date January 1, 1917, said
bonds to bear interest at a rate1 not to exceed six per cent per annum, pay
able semi-annually. Said bonds to mature as follows:
$ 37,000 at the expiration of 21 years
46,000 at the expiration of 1 22 years
53,000 at the expiration of .. 23 years
60,000 at tho expiration of 24 years
67,000 at tho expiration of ...25 years
75,000 at the expiration of 26 years
83,000 at tho expiration of : 27 years
97,000 at tho expiration of 28 years
113,000 at tho expiration of 29 years
120,000 at the expiration of ...30 years
Such bonds to be denominated Warmsprings Irrigation District Improve
ment Bonds, Series No. 1, and to be in denominations of $1,000 each, and
numbered from 1 to 760, inclusive, payable in 21 to 30 years as provided
by statute.
For tho purposo of securing authority to issue the above bonds, the
Board of Directors do hereby order an election to be held on Tuesday, August
15, 1916, and the Secretary is hereby instructed to prepare notices and
provide such material as may be necessary and to advertise as directed by
tho Laws of Oregon as above mentioned.

"Tho standnrd length of time in Eu
rope for a long-time loan is 64 years.
For such n loan at the present time tho
rate is 4.85 per cent divided as fol
lows: interest, 4 per cent, administra
tion, .35 per cent and amortization
(payment on principal), .50 per cent.
This rate will pay both principal and
interest and will repay nil charges
due to the bank in 64 years. As this
will seem almost incredible to some
students, I will give a concrete illus
tration of how it works. It does not
depend upon compound interest, but
puon the fact that-though the rate of
yarly payment remains the same, the
charge for interest and administration
is constantly decreasing because they
are computed on the principal sum
which is constantly being repaid. So
therefore, tho proportion which is ap
plied toward the repayment of the
principal is always increasing.
"For illustration, if the debt were
$1,000 the debtor will pay $24.25 ev
ery six months. Of the first payment
$20 will go for interest, $1.75 be
longs to tho bank and $2.50 is applied
to the repayment of the principal.
When the debt is half discharged, how
ever, this distribution will be greatly
changed. The borrower will pay $24.
25 as usual; of this amount, only $10
will go for interest, 88 cents will be
retained by the bank, while $13.37
will be applied to the discharge of
the principal. The final payment will
'be almost wholly "devoted to the pay
ment of the principal as the first went
largely to the payment of interest.
In this way, one-half of 1 per cent will
repay the principal in 54 years, pro
vided a constant payment is maintain
ed on the principal for interest dur
ing the entire period.

wholesome food, fresh air and regu
lar hours caused the recruits of the
Ninth Drill Company of the United
States Marine Corps, in training here
at the recruit depot, to gain almost
seven pounds to the man, after four
teen weeks of instruction. This com
pany of 56 men weighed, upon en
listment, 8,076 pounds and i at the end
of fourteen weeks training it increas
ed to 8,467 pounds, a gain of 391
pounds.
This same company had a chest ca
pacity, upon enlistment, of 11,909 cu
bic inches, and, after fourteen weeks,
had increased it to 13,295 cubic in
ches; a gain of 1,386 cubic inches.
The physical gain of the company
was 38 per cent.
So many devices supposed to save
time, labor and money don't do any
such thing.
