Tho dam shall bo of grnvity type, as shown oh File No. 815 of tho Engineer's Report, and shall bo 84.5 feet in height above low water and as described on pages 77 nnd 78 of said report. Tho cost of tho structure, including tho cost of tho site, administration charges and engineering charges shall bo as estimated in said report as near as may be, $389,280. LOW RATE, LONG-TIME EUROPEAN CREDIT SYSTEM "Tho standnrd length of time in Eu rope for a long-time loan is 64 years. For such n loan at the present time tho rate is 4.85 per cent divided as fol lows: interest, 4 per cent, administra tion, .35 per cent and amortization (payment on principal), .50 per cent. This rate will pay both principal and interest and will repay nil charges due to the bank in 64 years. As this will seem almost incredible to some students, I will give a concrete illus tration of how it works. It does not depend upon compound interest, but puon the fact that-though the rate of yarly payment remains the same, the charge for interest and administration is constantly decreasing because they are computed on the principal sum which is constantly being repaid. So therefore, tho proportion which is ap plied toward the repayment of the principal is always increasing. "For illustration, if the debt were $1,000 the debtor will pay $24.25 ev ery six months. Of the first payment $20 will go for interest, $1.75 be longs to tho bank and $2.50 is applied to the repayment of the principal. When the debt is half discharged, how ever, this distribution will be greatly changed. The borrower will pay $24. 25 as usual; of this amount, only $10 will go for interest, 88 cents will be retained by the bank, while $13.37 will be applied to the discharge of the principal. The final payment will 'be almost wholly "devoted to the pay ment of the principal as the first went largely to the payment of interest. In this way, one-half of 1 per cent will repay the principal in 54 years, pro vided a constant payment is maintain ed on the principal for interest dur ing the entire period. C, July .31 Plain, wholesome food, fresh air and regu lar hours caused the recruits of the Ninth Drill Company of the United States Marine Corps, in training here at the recruit depot, to gain almost seven pounds to the man, after four teen weeks of instruction. This com pany of 56 men weighed, upon en listment, 8,076 pounds and i at the end of fourteen weeks training it increas ed to 8,467 pounds, a gain of 391 pounds. This same company had a chest ca pacity, upon enlistment, of 11,909 cu bic inches, and, after fourteen weeks, had increased it to 13,295 cubic in ches; a gain of 1,386 cubic inches. The physical gain of the company was 38 per cent. So many devices supposed to save time, labor and money don't do any such thing.
