O, K. Alkon, Managing Editor SUDSCHII'TION Ono Year, 2.00 NOT HO IN OIUWON A number of Argus renders have asked for Its vIowb on tho progress of road work In this stato nnd a comparison of tho efficiency of the Orogon Highway commission with that df tho Idaho commission. To ho oven approxlmntoly occur nto such a comparlslon could oifl ho mntlo nftor enrcful study and n comprohonslvo knowledgo of the varying factors which enler Into the road programs of tho two slates Thoro Is this to he said, however, of tho Orogon commission and the work It has done: It Is getting re sults. Thero nro now nearly 800 mlloK of hnrd surfaced highways In Orogon; of which more than half Is pavod with bltullthlc or concrete. It may furthor bo added that many moro miles will bo completed this summer and that It Is posslblo tlmt by fall thoro will bo an oxcollont road all tho way from Nyssn to Sonsldo, a dlstancn of 600 miles, that thoro will bo an excellent high way from Portland to tho California lino; bosldo hundreds of othor miles of good roads along tho John Day nnd other stato highways. And this Is not all. This great good road work Is holtig carried on with comparatively Blight contribu tions dlroctly from tho taxpayers. For cxnmple: tho highway from Cairo to Nyssa cost nearly $80,000, yot of this sum tho pooplo of Mai hour county paid only $15,000 nil told. Was thoro over a rond built In this section for which tho pooplo pnld so small a proportion? And when, might It bo nskod did wo over hnvo such n rond In tho county! Agnln tho pavod rond from On tario to tho Snnko Illvor hrldgo wan pavod at no cost nt all from tho pockotn ot tho taxpayers horn, Tho rond from Vale to Cow Vnl loy will cost nonrly $200,000 when complotod, yot tho county tins con tributed loss thnn n fourth of tlmt ntnount. And wo nro getting roads, too. Tlint Ih ono thing to tnko Into account, for It Is something that wo hnvo not hitherto possessed. Over In Idaho tho chargo Is mnilo Hint tho onglnoorlng costs hnvo run from 22 to 2C par cent. Tlmt Is not tho catto In Orogon for tho stat utes limit tho onglnoorlng coat to ten per cent, nnd this flguro hns not bcon reached. Tho highest on glnoorlng cost hns boon 9.3 per cont, which Includes many prelimin ary survoys on which construction will bo dono this year, so that the engineering cost this year will be about 8 per cent, a flguro thnl Is reasonable. In tho matter of con tracts Oregon's record Is ono to bo proud ot. It hns built ronds ns cheaply, If not cheaper, than any of Its nolghborlng states. Tho records show that to bo tho case, nnd best of all wo aro getting tho ronds. Tho Argus bollovcs In tho Oregon Highway commission and In Its en gineering staff nnd Is thoroughly convinced that Us work justifies tlmt faith. Tho cost ot tho highway system In Oregon Is being homo ns It should bo borne, not by tho gener al prosporty ownors hut by thoso who uso tho ronds, tho nuto owners. Tho road program Is financing It self from tho licenses obtained and ennnot bo charged with any portion of tho tax levy, or at least with so small nn amount Hint It Is negligi ble. It Is true tlmt wo hnvo local rond taxes for county roads. Tho amount Is specified by stntutc. The county courts nro compelled to levy thoso Bums, hut they should not bo con fused with tho stnto highway pro grnm. When seeking criticism ot tho tax levies tho taxpnycr must look hoyond tho highway program for It Is not thoro. ANNOUXCr-MliXT nocTon j. o. woomvAitt), O C U M.J3 T, WOODWAIU) mm.MNQ, PAYBTTB. In fact ono of tho heuvlost weap ons that tho Btntosmnn uses Is ac cusation Hint federal nld Is halt to socuro nctlon which ttio people thorn solves would not tnko otherwise. In othor words tho Statesman ho llovos tho federal nld system Is wrong, thnl It Is debilitating; Inltln tlvo dostroylng nnd gonornlly nn un doslrnhlo principle to follow In pub lic mnttors. (1 ranted Hint this U truo general ly sponklng, especially whou viewed ns n stnto matter; iievor-lhe-kMs it Is hnrdly sound reasoning when II Is remembered tlmt tho project un dor consideration Is nntlonwldo In sropo, and thnl If Idaho Is to keep pneo with f.e rthcr iinniunwrnlth In tho matter f tond nuJldlng It might Juit i well tnko the fmpp mont mony n imt. We could uso It to ndvnntngo hero In Oregon While tho Statesman Is Justified In Its domnnd for lowor taxes, yet thoso tnxes nro tho result of tho de mand on tho pnrt of tho pooplo for service from tho stnto which wore uuthought of yours ngo. Thoroforo tho only logical position to tnko Is to domnnd tho elimination of super fluous offices uud functions, nnd not tho elimination of tho good ronds program. nre thoso who might hnte been pres ent but wcro not.
