HOND \ r nt Molt,lire No. 302 on the ballot for the special election to he held June 2H, I* h ronstitutlonal amendment which provide* that the Portland School District may be restricted in it* special tax levies as is every oth er school district in Oregon only by what la known as the 6 per cent lim itation amendment to the State Con stitution. The voters of the state of Oregon in 1916 passed an amendment to the constitution of the State which amendment provides that no tax levy ing body may levy a tax for one year which exceeds by more than 6 per cent the tax levy of the year previous In 1917 it was estimated that a six mill school levy would be sufficient to meet the requirement* of the Port land school district without levying the full amount permitted by the con stitution. In accordance with this es timate the legislature enacted a law which limited the Portland school district to an annual six mill tax levy, which two years later «a* in creased to 61» mills. For the past several years this tax levy bus been inadequate to meet the growing de mands of the school district. In oth er words, the original estimate was too low to meet the increased de mands for school funds brought by a large Increase in school population and the voters of Portland have year after year voted special taxes above those permitted by the limiting stat utes. All other taxing units in Ore gon are restricted in lax levies by the 6 per cent constitutional amendment and the Portland school district is asking that its tax levies h» restricted by the same general constitutional provision.
