Bowker Elected
District Director

OPEO Impact
Less than one year after affiliating
with the Service Employees Inter­
national Union, OPEU had a major
impact at the annual convention of
the international union's Pacific
Northwest Council.
With more than three times the size
of the second largest union in the
council, OPEU's presence had much
more impact than simply being the
new kid on the block. OPEU
delegates had a major say in the
decision-making process and before
the convention was over, delegates
elected OPEU vice-president John
Clapp as the council's second vice-
president.
In addition, OPEU’s 20-member
delegation made major presentations
at workshops on organizing, sexual
harassment, political action and
arbitration,

made at the regular meeting of the
OPEU board of directors on Nov. 7,
1981:
Installations

Reduced the escrow fund for
petitions to increase Local operating
funds from 10 percent to 5 percent.
Rescinded the board motion from
9/27/81 directing members to boycott
air travel in American air space in
support of the strike by PATCO.
Instructed Rules Committee to
review "Rank of Rules" with legal
counsel.
Deferred naming appointments to
the BUBB board until Jan. 1982.
Required all board members to fill-
out subscription applications to
Citizen Action.
Replaced Steve Green with D. H.
Petry as signator on all OPEU
accounts at First Interstate Bank.
JoAnn Bowker, an AFS welfare
assistance worker, has been elected
to fill the district director seat vacated
when Steve Green was elected OPEU
president.
Bowker moved up from her position
as assistant director for District 2. She
has been an OPEU member for over
two years and has served on the
Union Operations Committee (now
the Union Finance Committee) has
been a local officer and has twice
b6en a delegate to General Council.
Bowker was opposed by another
District 2 assistant director—Richard
Myers.
Following Bowker's selection the
District Council elected John Havery,
an electronics and graphic illustra­
tions specialist with the Dept. of
Education, to fill the vacant assistant
director position.
