J u ly , 1971 The OSEA News Page 2 Answers to OSEA Questionnaire Used To Write N ew Contract For Highway Division OSEA has used the answers to a questionnaire it sent to a ll em ployes in the Highway Division's main collective bargaining unit to prepare its new contract w ith the agency. The new contract, now under negotiation, contains 15 new or rew ritten sections. They cover such items as overtim e pay and scheduling, reporting tim e, vacation scheduling, moving allowances, moving of maintenance crews and standby procedures. N early all of the new sections are based on the m a jo rity opinion expressed by the 1,153 employes who answered the questionnaire. For exam ple, some employes have complained to OSEA that they cannot take vacation tim e when they w ant it. In response to a question about the m atter, 941 employes said they should be allowed to take some vacation tim e during a period of th e ir choice, while 171 said the Highway Division's present practice is adequate. In its new contract, OSEA is asking that each employe be allowed to use one week of vacation each year during a period of his choice. Other questions and responses in the questionnaire include the follow ing: • "Should the Highway Division provide parking fa cilitie s for traveling crews where adequate fa cilitie s are not presently availab le ? " Yes, 689. No, 327. Many employes who answered in the a ffirm a tiv e said parking fa cilitie s were especially needed in remote areas. • "Should engineering employes be involved in snow removal a c tiv ity , except whenever unusual emergency conditions e xist? " Yes, 336. No, 715. Many who answered negatively said engineering employes lacked tra in in g and experience in snow removal work. • "Should employes be provided a meal allowance when they w ork tw o hours or more beyond th e ir normal shift, regardless of the w ork location in relation to th e ir headquarters?" Yes, 464. No, 598. • "Should employes be provided their moving allowance im m ediately after they m ove?" Yes, 945. No, 114. Most employes said they do not feel they can or should be required to pay fo r moving expenses and then w ait for reimbursement. • "Should all Highway Division employes periodically be given the option of cash or compensatory tim e o ff fo r overtim e w orked?" Yes, 748. No, 354. • "Should the Highway Division contact various restaurants throughout the state to supply catered hot meals for employes a t the jobsite during adverse weather conditions when a state of emergency exists and employes are w orking long hours?" Yes, 397. No, 673. Some of the employes who answered this question negatively said such a procedure would be im practical. • "Should the Highway Division provide weighmaster employes w ith uniform s?" Yes, 36. No, 15. Only weighmasters were asked to answer that question. Some said uniform s would be good iden tifica tion and help them enforce the law. Others felt truckers would be resentful of the uniform s, or said they were not necessary. In its questionnaire, OSEA asked employes for their opinion of the Highway Division's m e rit rating system. Here's how they answered: The system is unsatisfactory, 632. M inor changes are needed, 166. It is a good system, 112. I am not fa m ilia r w ith the m e rit rating system, 151. In th e ir w ritten comments many employes said an accurate rating of th eir w ork could not be made under the present system. Some complained that " i t is not your w ork that counts, but who you know ." OSEA asked for w ritten comments on the following question: "Some employes complain th a t the amount of men or equipment on crews has been reduced which reduces the crews' effectiveness and makes it more d iffic u lt to get the job done and in some cases produces a safety hazard fo£ some employes. If you have ex perienced this type of problem/please comment on it . . . " . The m a jo rity of complaints concerned inadequate manpower on the crews. However, lack of equipment o r Worn out equipment received a large amount of criticism . Some criticized the Highway Division for a lack of flagmen to provide employes w ith safe working conditions. Others complained of being required to perform hazardous jobs by themselves, especially during night shifts. Entry fee is $6.00 for non-members of the club, ac cording to Chalmers Jones, chairm an of the to u r nament com m ittee. Of th a t amount, $4.00 w ill be used to pay green fees and $2.00 w ill go toward the cost of lunch and prizes. E n try fe e fo r members of Santiam Golf Club is $2.00. The tournam ent w ill begin at 6:30 a.m . A foursome w ill be started every seven minutes until a ll players are on the course. Jones said a "b lin d bogey" system w ill be used to compute net scores and determ ine flig h t winners. Here's how it works: Four handicap holes w ill be selected by the com m ittee p rior to the sta rt of the tournam ent. Players w ill not be inform ed of the holes until after they have completed th e ir rounds. A percentage of the strokes over par on the handicap holes w ill be subtracted from the gross score to determ ine the net score.
