SENATE COMMITTEES ( cont.) The complete proceedings of HB 2084 (the basic salary adjustment measure) a re set forth below from the Legislative Calendar. 1-16 1-17 5-20 5-22 F irs t reading in the House. Second reading. R eferred to Ways and Means. Ways and Means reduced General fund adjustm ent money (classified em ployees) from $4,445,760 to $3,650,263 and academic adjustment funds from $2,031,627 to $1,531,627. Recommendation: Do pass as amended (with reduction). R eferred back to Ways and M eansto re sto re funds to level of Governor’s recom mendation. Ayes, 39 — Nays, 20; Bennett, Bonesteele, Branchfield, Chappel, Chuinard, F litcraft, Hansell, Holmstrom, Lang, Lent, McBain, McKinnis, Morgan, Musa, O rr, Peck, Redden, Ridderbusch, R. Smith, Barton — Excused — 1, Meek. The May 22 motion to re fe r the b ill back for an upward revision m ust be viewed as a key proceeding. The floor fight was led by Representatives Montgomery of Lane County and Bateson of Marion County. The m easure came back from Ways and Means without change, and with the Governor’s recommended budget still reduced in classified and academic a re a s. The House m em bers of Ways and Means, with one exception, voted to rev ise the fund upward, while the Senate m em bers voted for the reduction and carried the m ajority. 5-28 5-29 Recommendation: Do p ass. (Unchanged from previous floor appearance). R eferred to Education in a m aneuver to regain the slashed funds in a favorable com m ittee. Ayes, 33 - Nays, 27; Atiyeh, Bennett, Bonesteele, Branchfield, Cannon, Chappel, Chuinard, F litcraft, Hand, Hansell, Holmstrom, Howard, Lang, Lent, McBain, McClure, McKinnis, Meek, Morgan, Musa, O rr, Pack- wood, Redden, J . (On the m easure coming back to the House floor it was determined that the Ways and Means being a joint committee could not be directed by the House to amend the bill and the motion to re fe r to the Education Committee was for this purpose.) 5-30 5- 31 6- 1 6-1 Recommendation: Do p ass with G overnor’s full budget restored. House voted to re sto re funds to that level. Third Reading. P assed. Ayes, 43 - Nays, 15; Atiyeh, Bennett, Bonesteele, Hansell, Holmstrom, Lang, Lent, McBain, McKinnis, Meek, Musa, O rr, Ouder- kirk, R. Smith, Whelan — Excused, 2, Chuinard, Jones. F irs t Reading in the Senate. Second Reading. R eferred to Public Buildings and Institutions. Recommendation: Do p ass with original cuts by Ways and Means Motion to re fe r to Education with specific instructions failed. Senate voted to r e establish cuts. Third Reading. P assed . Ayes, 29 — Nay, 1, Pearson. House refused to concur in Senate amendments. At this point, HB 2084 becam e em broiled in political maneuvering in which several other b ills w ere used as a le v e r to influence the Senate action, and vice versa. Special House and Senate Conferees w ere appointed to bring o rd er out of chaos, but could not agree, thus causing the appointment of a second conference committee. An agreement was finally reached to re sto re one-half of the cuts for both the classified ($800,000) and academ ic ($250,000) personnel. It was stipulated that the salary adjustment funds be adm inistered by the Em ergency Board of the L egislature. The possibility of a re fe r endum on the income tax proposal led the Emergency Board to implement the salary adjustm ents only through Decem ber 31, 1963. The struggle fo r adequate sa la ry adjustm ent money was c a rrie d by the OSEA and Higher Education working in concert. The OSEA and Higher Education at one point, being faced with an ultim atum to “ take it o r leave it” , encouraged the House to vigor ously prosecute an equitable adjustm ent in the face of any consequences. The Senate Committee slashed the resto ratio n s made by the House and the bill came to the floor of the Senate in th is form . HB 2084 involved one of. the m ost vigorous legislative battles ever encountered by the OSEA. During the final sessio n s which lasted well into the night on occasions, OSEA rep resen tativ es w ere busily lobbying an adequate salary adjustm ent bill for all state em ployees. It turned out th at the combination of shaky state finances and political p re s su re s engendered by certain leg islato rs who had pet bills of th e ir own resulted in the final adjustm ent reported above.
