The exciting countdown has begun ! 2 Selection Process to Fill Gaming Commission Seat Underway Thirty-five tribal members applied for the vacant seat on the Gaming commission. Seventeen were interviewed by the Tribal Council on May 19th and the remaining 18 will be interviewed on June 8th. Out of the thirty-five candidates, the top 7 will undergo a final round of interviews arid tests on June 9th. We were pleased there is so much interest among our tribal members to serve on this important commission. It isn't easy, however, selecting only orie from among so many tribal members who are qualified. Tribe and State Teams Negotiating Compact Amendment Last summer, the National Indian Gaming Commission informed all gaming tribes that blackjack is Class III and subject to Tribal/State compacts. As a result, the Siletz Tribe negotiated an amendment to our Compact to enable the Tribe to conduct house banked blaclqack in the temporary facility. Our agreement with the State provided that we would return to the negotiating table to amend our compact for continuing blaclqack in our permanent facility. We are now negotiating for an amendment to our compact and have completed three sessiohs. Although the conducting of blaclqack in our permanent center is our immediate concern, the State is using this as a means of coercing the Tribe to accept other conditions. The State team seems not above using any justification to have the State Police exercise regulatory authority over Indian gaming and to assess fees for monitoring which we consider excessive. Education and Retailers Hurt by Indian Gaming? That's Pure Propaganda 1 Allegations have been made by opponents of Indian Gaming that because of Indian gaming centers, the state has lost lottery money; that education in the state has suffered; and retailers' video revenues have been seriously hurt. Actual lottery revenues didn't measure up to the State's unrealistic expectations. However, lottery revenues have not decreased; they have, in fact, increased dramatically. Douglas County, where the Cow Creek Gaming Center is located, the oldest gaming center in Oregon, had sales in 1994 totalling $ 8,294,944. In 1995, video sales totalled $10,494,913, an increase of $2,199,969! And in 1996, from January thru April, Douglas County video sales totalled $7,971,155, in just 4 months, only $323,789 less than the county generated during the entire year of 1994. In Lincoln County, where our own Chinook Winds is located, retailers had video sales of $4,591,652 in 1994. In 1995 video sales totalled $6,199,706. That's $1,608,044 more than the previous year. And, in 1996, from January thru April, a period of just 4 months, Lincoln County generated revenues from video sales totalling $4,374,434 which is only $217,218 less than Lincoln County generated during the entire year of 19941 As for the State as a whole, the Lottery Commission's own printouts for the period 1992 thru April of 1996, which details the revenues of every retailer in the State, video sales totalled $245,657,291 in 1994 and increased by $89,228,543 in 1995 to a total of $334,885,834. That represents an increase of over $ 100,000,000 ! To blame Indian gaming for the loss of lottery revenues for education is pure propaganda spread by those opposed to Indian gaming. Similarly, retailers who have been whining to the State that Indian gaming does not compete on a level playing field and therefore are depriving them of video revenues, are simply not telling the truth.
