Housing Report

As webegin the New Year, I would
like to list two of my hopes for 1996:
*A long-range, comprehensive housing
plan for the Tribe.
* Law enforcement protection for the
residents of our homes and apartments.
One o f the tasks facing the Housing
Authority commissioners this year is
the development o f an Administrative
Use Agreement with HUD, which will
outline how the Housing Authority plans
to use the proceeds from the sale o f our
Mutual Help homes. The equity funds
that are being paid by Homebuyers will
be available to the Housing Authority to
use for future housing development at
such a time as the Homebuyers purchase
the homes. Within a few years, we will
be seeing the first o f these homes go into
ownership. Even prior to this, the new
Indian Housing Regulations allow the
Housing Authority to use a portion of
our equity funds for other housing
purposes. In order for the Housing
Commissioners to plan wisely for the use
of these funds, they must know the
location and type o f housing the Tribe
wants. The equity funds that w e a re
accumulating can be used to leverage
other private financing for the develop­
ment of housing units that we have come
to depend on HUD for. It is likely th a t
traditional HUD housing programs will
be available. At our recent meeting of
Indian Housing Authorities in the
Northwest we debated at length how this
last pot of funds should be divided up.
The final vote was that all housing
authorities should get the opportunity to
get a few units, so there will be a limit on
the number o f units that can be applied
for-five per program—Rental and
Mutual Help.
With the completion o f our first 26
rental units in the next couple o f months,
and the addition o f 25 more units later
this year, the need for law enforcement
services for our residents is acute. I feel
very ineffective in responding to our
residents when thy are faced with
dangerous, violent, and frightening
conditions in their neighborhoods. The
present system o f law enforcement where
we depend on the county sheriffs office
is not adequate. A Tribal law enforce­
ment presence, whether through the
Tribe's own police department or a
contracted service, is needed to assure
our residents o f a safe living environment
for them and their families.
We will be reviewing plans for our
next apartment project during the first
week in January.
When they are
approved by Tribal Council they will be
circulated for review by the Tribal
membership.

HIP PROGRAM
It has been a very productive and
bountiful year throughout 1996. 1 am happy
to announce that after two long years our
HIP waiver request has been approved and is
in operation as of our December 18, 1995
meeting. Our HIP Committee was again
outstanding in their work throughout the
year. They all worked very hard for the Siletz
Tribal members with no compensation. So if
you see June Austin, Tom Staggs, Reggie
Butler, or Josh Rilatos please just say, Thank
You!
Congratulations from the HIP team
to Josh and Lisa on there new baby boy.
Applications for Housing Improve­
ment are available for all Siletz Tribal Area
offices.
Technical assistance is also available
for home purchases and repairs to homes for
Tribal members.
