4 April 1995 M v ti Letter. Dear Tribal Members, I have been reluctant to speak out in the past but the Tribe now stands to be in control of vast amounts of money because of our jum p into gaming. We have seen the Council send our money down the drain in support of STEDCO. At the last general meeting it was pointed out that STEDCO transferred 3 million dollars worth of property to the Tribe. It was not pointed out that we gave STEDCO 10 million to buy that property. Good management right? Now we have Ms. Davis who seems to be single handedly r u n n in g o u r g a m in g facility. I asked Ms. Pigsley, Mr. Witt, and two others involved in the facility questions about the center. They started their replies with "Jessie decided....". Where is the Tribal Council? The gaming committee? I think some council members and Ms. Davis have forgotten that they represent the individual Tribal members. I almost feel we should call the facility the Jessie Davis facility, not Chinook Winds. Be assured that there will be no Tribal members in management or supervisory positions when the facility opens. The call for applications was just for show. Jessie Davis said she has determined that members will need to- be trained. That is because the Comstock has already advertised for, and selected the employees and Jessie will rubber stamp them. If we can hire experienced help, why do we need the Comstock? I had to say something when I read Ms. Davis, letter in the Tribal newsletter. She won reelection by one vote and says she was reelected "because of the confidence you placed in me". Governor Roberts said the same thing when her recall failed. One vote is not a vote of confidence, it should be a wake up call. Remember Ms. Davis, you are only one member of this Tribe. Put the decision making process back in the hands of the committee that has been set up. Council, take back your authority but remember you answer to the individual Tribal members. Phil Rilatos Jr. 3 Crows TO THE PEOPLE: In regard to the upcom ing election on lowering the . blood degree, the people have already voted on this measure. The vote was NO. I encourage you to vote NO again. Tribal Council has a great deal of power. Rather than Tribal Council having the power, the tribal membership should have the power. Rather than the Tribal Chairman appointing vacancies to Council, this should be done by a vote of the people. Council needs to keep the membership informed and really listen to their wishes. Council has too many closed door sessions. These meetings should be open except for dealing with personnel matters. I would also like to see the Tribal Council elections run differently, and some changes made to the election ordinance. Happy Birthday "Son".. I love you very much.
