— — —— — A n now, in concluding my comments in this December issue o f the Newsletter, I would be remiss in not saying what is most important: On behalf o f the Tribal Council, to all our Tribal Members and Friends. A M erry Christmas and a Happy New Year!» USDA Update Submitted by: Charlene Holycross, USDA Director Thanks to volunteers and Tribal mem bers for their help with the unloading of trucks for our warehouse(s). The arrival of the trucks (3 in Salem & 4 in Siletz) was hectic, not to mention wet. Thanks to a great crew we managed to keep the pallets of food from being damaged. Our thanks to the followipg individuals who volunteer to help us unload our food shipments: (Salem) Eugene & Don Hudson, Bennie Belgard, Bennie Belgard Jr., Brenda Davis, Pearl Mekemson, (Siletz) Josh Rilatos, Ivan Brown, Tim Mason, Sylvia Brock, Ellen Metcalf, Greg Gumbert, Anna Sabin & Mikey, Randy Austin, and other volunteers. Our new food order has been received at the Portland Office and our next food shipment has been scheduled for January. The scheduling at the Siletz warehouse was especially hectic in the month of October due to a leak in the skylight/roof. The food below the skylight had to be moved and restacked (by hand), since we do not have access to a forklift for the Siletz warehouse. Unfortunately this also occurred at our busiest time, when our food shipments were due to arrive. We were able to temporarily store some of the new shipment in the warehouse next door - special thanks to Siletz River Farm's for letting us use their facility. And last, but not least, thanks to Tim Mason for repairing our skylight. Special thanks to Maxine Rilatos for cooking up recipes in October (tuna loaf) and November (lo-cal brownies). They were especially delicious, and keep us looking forward to the next month eagerly. Please feel free to contact our office if you would like copies , of these and other recipes. The USDA program has recently acquired a laptop computer and portable copy machine. The acquisition of these items will enable our program to computerize the Salem Area files, and expedite processing of paperwork necessary to determine client eligibility; in addition to ensuring that existing client files are current and contain copies of documentation necessary fo r participation in our food program. Also beginning in April of 95 we will be 7 CEO Report C h a ir m a n 's R e p o r t ( c o n tin u e d ) I strongly urge you to carefully read the gaming reports in this issue o f the Newsletter. I f you have any questions regarding the project, don't hesitate to ask. —— January J99s F ro m Nelsen W itt I want to take this opportunity to thank the staff o f the Confederated Tribes of Siletz for your hard work and commend each and every one o f you for a job well done. Successful programs don^t just happen. It is the result o f dedicated staff, organization and team work. I also want to thank the Tribal Council for its confidence and support o f the tribal staff and for providing us with the necessary resources and guidance. In 1995 we are planning to continue with many o f the programs and priorities which were started in 1994: (1) The implementation o f a streamlined Health Program with emphasis on expanded and better services to tribal members. These priorities were established by polling tribal members and priorities established by the Tribal Council. Those priorities include: optometry, orthodontia, and expanded medical services at the Clinic, concentration on thé deferred services list and expansion to include some type o f medical assistance to tribal members outside the congressionally established service area. (2) Review and expand services to elderly and handicapped tribal members who need assistance. A survey will occur to determine the status and specific needs o f each tribal elder and handicapped member. Also, consultation with the elders council will occur to establish guidelines for the Tribal Elders Program (Title VI), to gain input on program direction and the establishment o f an elders advisory committee. With the assistance of an elders advisory committee review, the tribal transportation policy, the employment policy and all tribal programs, recommendations can be made to meet the special needs o f elders and handicapped. (3) distributing frozen ground beef meat products. We are fortunate to have obtained this product. Many of the FDPIR's (Food Distribution Programs on Indian Reservations) are not able to order this product due to lack of freezer space. Out of 91 agencies only 56 have received approval to receive this product. By having the freezer space that we do, we were able to obtain this product. This has been a long and drawn out process for this to be finally happening, and has become a reality thanks to a lot of hard work and help from Linda Flackus, of the Portland Area Food and Consumer Services. DISTRIBUTION DATES: SALEM Staff Training will be enhanced by the development o f a formal training program and emphasis will be place on completion of an employee development plan for each employee. A training committee will be established and assigned the task of developing a required training sequence for all managers, supervisors and potential supervisors. Utilization o f local resources such as community colleges or local trainers will provide for consistency o f information to employees. (4) Review and evaluation o f all tribal programs for effectiveness, efficiency and accountability. These are some o f the things we are planning for 1995. We are always looking for ways to provide more efficient and better services. We appreciate your comments and suggestions, they are important to us. Feel free to drop in or write to us. Furthermore, as tribal employees you do not give up any rights to participate in tribal governmental activities. However, as tribal employees you do have the responsibility to pursue administrative, program, and management remedies through the administrative procedures established for that purpose. In fact, tribal members are encouraged to participate in their government by attending General Council and Tribal Council meetings and serving on Tribal Council Committees. The most important is your right to vote for representatives to the Tribal Council. < < 1 . 4 t < < < < < < J 4 Randy Fisher Wins Karate Tournament Tribal member Randy Fisher recently won the 1st Annual American Karate & Escrlma Association (AKEA) Tournament. Randy, who studies martial arts at the American Kung-Fu School of Fighting Arts, placed first in the Adult Forms division, which is open to any competitor over the age of 18. He devotes much of his time to martial arts and looks forward to many tournaments to come. CONGRATULATIONS, RANDY!!!
