October 1994 Candidates for Tribal Council Voters Pamphlet By: Walt Klamath, Election Board Staff Rep Tribal members interested in running for office are encouraged to submit a resume of themselves explaining who they are, their occupation, where their home is, why they are choosing to run for Tribal Council, and what they hope to achieve should they be elected to Council. Maybe a statement of where they think the Tribe is heading; what they believe needs to be done for our people, and how this can be achieved should also be included. Send in a good black and white photograph of self and spouse and children if appropriate. Mail or bring these to the Election Board. Ideally this in fo rm a tio n needs to be with the Election Board when the application for candidacy is filed. Perhaps at the General Council meeting in November something will come to mind. We are asking that all information be in, at the latest by November 15th, so that we may get these all printed. Our goal, at this time, is to have them all mailed by the first of December. This will give our Tribal members plenty of time to talk about the issues, then make a decision. I get many calls for information about candidates and their families or family background. I cannot answer these questions adequately, or to the satisfaction of myself. I th in k that the voters pamphlet is the ideal way to reach our people in the different areas, especially the out of state members. The voters pamphlet will be sent to all registered Tribal members that we have the addresses for. The pamphlet will also have the instructions for voting, a diagram of the ballot card, and instructions on how to mark the candidate of your choice for Council. Elections are coming! By: Walt Klamath There has been some changes made in the Election process this year. One of the changes is, there will be no candidates fairs at the area offices. The Area Offices may have their own community activities if they choose. The Election Board will have no responsibility, and will not reimburse any expenses incurred. The second change, is there will be no voting at Area Offices. The only in-person voting will be in Siletz Area Office, from 9:00am - 4:00pm on Election day. The vote by mail is simplified a little, instead of 3 envelopes, there will be one that is self stamped and addressed. The ballot is a card this year. The return envelope will have the validation signature on the back. These Mail in ballots have to be in the office at 4pm on Election day. The Staff Rep will go to the Post Office at 4pm in the afternoon to check the mail box for any ballots that may have been overlooked during the regular mail distribution. There will be one Candidates Fair, in Siletz, a potluck dinner, with the Election Board providing the main course. And maybe some kind of entertainment halfway through the fair. Our goal is to attract more people to the fair. It has been resolved that the candidates will have to have there candidacy declared by the last working day in October. This will give the Election Board time to have the candidates names at the General Council meeting in November. There is a form now for those that decide not to run for Council. This must be returned to the Election Board 40 days before the Election. All the ballots will be in the mail 30 days prior to the General Election, the first Saturday in February. The Three Council positions that will be open this year are: Dolly Fisher, Jessie Davis, and Delores Pigsley. It is not too early to start considering if any Tribal members are going to run for Council. Election Ordinance ORDINANCE NUMBER______ 8 0 - 1 2 ________ DATE A D O P T E D 9 - 1 7 - 9 4 _____________ SUBJECT_____________ Elections_______ DATE AMENDED 4 -2 0 -8 2 ; 1 -1 5 -8 4 11-17-84; 6-15-85: 9-24-85_______ 1 0 -2 1 -8 9 : 5 -1 8 /9 1 : 9 - 1 7 - 9 4 __________ AMENDED PER RESOLUTION NO. 94-218 CONFEDERATED TRIBES OF SILETZ INDIANS OF OREGON ELECTION ORDINANCE PART I General Provisions SECTT(Wl't.;C;^DRPOSEAND AtlTBQRTTY The purpose of this ordinance is to provide for elections as required by Article VI, Section 4 of the Siletz Constitution, passed June 2, 1979, approved by the Secretary of the Interior, June 13, 1979 (hereinafter referred to as Siletz Constitution). SECTION 2 : ELECTION BOARD All elections shall be administered by the Election Board. The Election Board shall be appointed by resolution of the Tribal Council no later than the November Tribal Council meeting and shall consist of three regular and one alternate members. When serving as a member, the provisions of this ordinance shall apply to the actions of the alternate. Election Board members shall each serve for one year from the date of appointment and may be removed only for cause. No person shall be appointed who is currently holding elective office, who has an immediate family member (as defined in the tribal management manual) who holds tribal office, or who plans to be a candidate in any election during his or her term of service. Election Board members shall serve without pay but shall be reimbursed for any expenses incurred in connection with their official duties. Upon accepting the appointment, each member shall sign an oath which shall become part of the election records stating that he or she will serve according to the best of his or her ability and shall make every effort to prevent fraud or abuse of the election process. If a member of the immediate family of an Election Board member files as a candidate, that Board member shall be disqualified from serving and a substitute appointed in his or her place. In the event of vacancy on the Election Board, the Tribal Council shall appoint a qualified replacement for the remainder of the term of service. The Election Board shall perform all duties set forth by this ordinance. Failure to perform such duties or any other misconduct shall , be grounds for immediate dismissal by the Tribal Council. SECTION 3; QUALIFICATION OF VOTERS (A) Who may vote. Any duly enrolled member of the Confederated Tribes of Siletz Indians of Oregon who will be 18 years of age or older on the date of any scheduled election shall have the right to vote in the election. "Duly enrolled member" shall mean that the person's name appears on the official tribal roll or whose membership application has received final approval of the Tribal Council.
