June 1992 7 ^SILETZ INDIAN HOUSING AUTHORITY OPENINGS The Siletz Indian Housing Authority is now taking applications frow Tribal Members who are interested in serving on the Comaission. Send your application to: Housing Report By: Connie Hoffman, Housing Director Just after I wrote last month's report, the Siletz Indian Housing Authority was notified that we had been selected as one of several Indian Housing Authority's in this region to receive a Youth Sports Grant from HUD. We applied for a grant of $23,740 to develop a small playground for youngsters in the housing projects, a baseball field on Tribal land adjacent to the projects, and a drug education program for children in the project. Tribal Council support in providing counselors' time, use of the Community Center, and use of the land for the ballfield played an important part in this grant getting funded. Also important was the volunteer time provided by residents of our projects who are involved in the baseball and basketball programs. We hope to begin this program this summer. In cooperation with other Tribal offices here in Siletz, we submitted several Tribal members* names for a state-funded Rental Assistance Program which just began here in Lincoln County. This program is intended to help those who are not presently getting the benefit of a housing subsidy and who could benefit from some short-term assistance. We assisted with getting this program started here in Lincoln County and obtained a committment that at least two slots would be reserved for our nominations. This will be a continuing program with more funding available at a later date. We have run into some major obstacles with our grant for the HOPE 3 planning program, a new HUD program, under which we wanted to assist Tribal members in the 11- county service area acquire homes which are foreclosed on by HUD, Farmers Home, Veterans, and other public agencies. It will take some lobbying for legislative changes in order for this program to be feasible for Indian Tribes and Indian Housing Authorities to administer. Our priority for the month of June is to form a Resident Organization in the Mutual Help housing projects so that a grant can be submitted in its name to HUD for start-up funds. A Resident Organization will provide a way for all Homebuyers to be involved in the day-to-day issues which involve them. Confederated Tribes of Siletz Indians P.O. She is interviewing each family in the projects to find out the types of educational programs that are needed in order to prepare them for home ownership. The Draft Environmental Assessment looks at the effects of carrying out each of two A lternatives, including No Action, of harvesting approximately 167 acres of mature timber on the Siletz Indian Reservation. Notice o f Public Comment Period This E.A. is a draft document; public comment is requested. Written comments must be received no later than June 12, 1992. Planning Report By: Howard Roy, Tribal Planner Our current ANA Grant is well on track, the past eight months we have made a complete turn around. The new ANA proposal is the predevelopment for a centralized administration building. It will start up July 1, 1992. The Tribe's long awaited dream is one step closer to fruitation. We are currently gearing up for our assertion of Sovereign Tribal water rights. Our first step was the implementation of an Interdisciplinary Team. Our first meeting was held May 12, 1992. In attendance were Raymond Blacketer, Tribal Court Clerk; Teresa Miller, Hunting & Fishing Liaison; Howard Roy, Tribal Planner; Mike Kennedy, Tribal Forester; and Council Member, Frank Simmons. Mr. Simmons interest and knowledge about water rights issues were readily apparent in his discussion participation. Recently Howard Roy attended a CDBG seminar concerning our 1992 proposal. Our chances look promising due to our past performance with the clinic project. Mr. Roy also has written a Water Resources Management grant proposal that would be a milestone towards the Tribe's protecting it's w ater rights fo r future generations. PLEASE KEEP YOUR APPOINTMENTS!!! Also, Remember you can't receive both commodities and food stamps at the same time. It's one or the other. But, if you are eligible for both programs, you may switch back and forth. So, you can receive food stamps one month and food distribution commodities the next. To do this, however, you must notify both the food stamp office and the food distribution office of your intent well in advance of the switch date.
