The Emergency Housing Funds which the Siletz Indian Housing
Authority received in January have all been spent, as of the
first week in April.
A total of five families who were
delinquent in their rent or mortgage payments, were assisted
by this program. The funds came from the Federal Emergency
Food and Shelter Program through the Lincoln County United
Way.
It was the first time that the Confederated Tribes
participated in this program in Lincoln County. This was a good
start and we will make every effort to secure more funding
through this program, when it again becomes available. In the
future we hope to obtain sufficient funding so that we can also
help homeless families or individuals get into a home.
Another program that will be starting here soon in
Lincoln County is the Low-income rental housing program,
which will provide a total rent subsidy for a limited period of
time to families who are selected. Two of the eight initial slots
in Lincoln County have been set aside for Siletz Tribal
Members, as a result of the Siletz Indian Housing Authority's
efforts in getting this program, which is expected to increase in
size.
We are preparing to submit our application to HUD again
to develop rental units for low income elders and small
families, here in Siletz. These would be subsidized units, which
would rent for 30 percent of family's income, including
utilities. These units would be suited for those with very low
and/or unstable income. We have been accepting preliminary
applications for these units, so that we can document the need
to HUD. An application is part of this news letter. Please
submit an application to the Housing Authority office in Siletz if
you could benefit from this type of housing.

If there are any Tribal members with legal backgrounds who
would be interested in representing the Housing Authority in the cases
that it takes to Tribal Court, contact the Housing Director at the
Housing Office in Siletz. It is the Housing Authority board's intention
to work with Homebuyers to solve whatever problems are occurring
and cases are taken to tribal Court only as a last resort. I applaud the
Housing Board for their efforts in giving Homebuyers every
opportunity to correct the problems that are standing in the way of
their carrying out the obligations of their lease agreement. I am also
grateful that we have Tribal Court to back us up when these efforts
have not resulted in a solution.
As I write this, the Housing Authority is on the brink of
launching some exciting programs to benefit the residents of the
Mutual Help housing projects. We expect to have a Housing Counselor
working half-time by the time that your receive this.
We are
expecting funding from HUD to hire a consultant to help us with
planning an effective drug elimination program in the projects. We are
also hopeful that our application for HUD funds to develop a playground,
ballfield, and drug education program for youngsters will be funded.
And we are not concentrating just on the residents of the
Mutual Help projects. We are interested in the housing needs of all
Tribal members. With the support of Tribal Council and the assistance
of Tribal Planner Howard Roy, the Housing Authority is submitting an
application to HUD for HOPE 3 planning funds to help us design a
program which would enable lower income Tribal members throughout
the 11-county service area to purchase homes that are foreclosed on
by HUD, Farmers Home Administration, State Veterans, and other
public bodies. This is a brand new HUD program and we are feeling our
way with it, but we think that it has great potential for meeting the
housing needs of many Tribal members. We will keep you posted on the
progress of this.
We are also applying for more emergency housing funds from
the Community Services Consortium for Lincoln, Linn, and Benton
Counties to do rental assistance for Tribal members in these three
counties who are facing eviction or who are homeless.
