SILETZ, OREGON Now Council is , questioning, and ,,r wants , to f ir e someone because they don’ t agree with .the action taken. Dee said th a t they haven’ t answered the question Martha had brought up about) c o n flic t of in te re s t. The subject of C o n flic t of In te re st w ill be discussed more during the STEDCO re p o rt. Martha said th a t th is goes back to when P h il’ s w ife was hired and that th is co nstitu te d c o n flic t of in te re s t. Dee said the question before the Council is what action the Council should take. The action th a t Council can take is to remove Housing A u th o rity members for cause or sake recommendations to the Housing A u th o rity. Everybody has th e ir own perception as to what is wrong not only with housing.but w ith in the Tribe, Frank said th a t i f h is f i l e was there i t wouldn’ t aake any diffe re n ce i f people wanted to look at the f i l e unless he did something wrong and then he would be concerned. A fte r surveying Council aesbersi the a a jo rity agreed th a t no action should be taken to remove any of the Housing A u th o rity aeabers. The other question is c o n fid e n tia lity . Andy said th a t the D irecto r breached the c o n fid e n tia lity ru le and the Chairaan watched th is breached of c o n fid e n tia lity . Dee said the question is whether Council was going to le t Housing A u th o rity resolve the problea or invoke the a u th o rity to advise actions to the Housing A u th o rity. Manuel asked how »any Council aeabers have v is ite d the A uth ority and offered to help. L i l l i e said th a t she has and when she did there was a lo t of discussion about what was authorized and what was not. L i l l i e said th a t with ju s t re ce ntly buying a place how many of the people in housing are able to put down downpayments and fix. the problems with the houses themselves. Bud said that in previous years i t has been hard to fin d anyone who wanted to serve on the Housing A u th o rity , Jane said th a t th is 'year we . have 9 persons who applied for the seat, Monte said that we should appoint someone w ith a housing co nstru ctio n background to the Housing A u th o rity. Jessie said th a t before there was, only one person signing checks and now they have to have 2 people sign the checks and to double check the a ction , Monte asked i f there was tra in in g a va ila b le and maybe to pay the». Dee said there is tra in in g but they can not be paid. Bonnie said the schooling is expensive, Monte said the schooling is expensive but so are the problems. K r is ti said th a t they need social s k ills a lso. Leonard said there should be a dropbox at Housing for people to drop suggestions. Dee said there has to be so lu tio n s and i f Council wants to be a part o f i t they have to be involved in the probleas also. P hil said th a t several people are not aware o f where we were when we starte d the housing p ro je c t. To begin w ith we couldn’ t get 39 names to f i l l the hoaes and had no a u th o rity or expertise to f a ll back on. We went out and hired Indian contractors who ripped us o ff. Paul caae in and picked up the pieces a fte r we had 2 previous housing d ire c to rs . We have hired 2 top- notch Indian co ntra ctors who were supposed to oversee the construction and id e n tify the probleas but have le t us down. Phil said to c r itic iz e and to set back on the outside and say what should be done is easy but doesn’ t help solve the probleas. L i l l i e said tha t i f these people don’ t cose forward we are going to continue as usual and not be aware of the problems. Monte asked who inspects the houses, Bonnie said HUD and Cooper Consultants and the Housing D ire cto r. Craig said that he has drafted a new KIP contract and th is should prevent f-.:ure issues. This is the saae th in g w ith Blaze arid w ith the new houses» we can prevent these problems in. the fu tu re . Paul, said th a t Blaze and Coope/r designed.the... French' Draif^ ¿ im F ■ the HUD Engineer said th a t i t was fine, and dandy and was u n w illin g to lis te n to anything else, Leonard said th a t we hired an Indian Contractor and he brought in h is own workers. When working w ith HUD you do not always get the contractor th a t you want to h ire . Leonard said that h is complaint was s t r ic t ly business and had nothing to do with anyone personally. LAND ACQUISITION REPORT - Dee said th a t the Committee.working on the Spotted Owl Habitat published a report c a llin g , for expansion of the Spotted Owl H a bita t. Based on, th is report Senator H a tfie ld has delayed in tro du cin g the b i l l . Dee is d ra ftin g a le tte r requesting for him to continue w ith plans to introduce the b i l l . The le tte r wi11 include sections of the report showing how such is included in Lincoln County. Bud said th a t we talked about a land swap and we should leave th is option open for futu re issues. Dee said there is a d d itio na l land a v a ila b le .in other, areas. Frank asked how Senator Inouye got involved in the Washington T ribe ’ s land b i l l . Dee said i t was a land claim , ours is not a land claim . Robert Kentta asked i f there was language in the b ill about any futu re land claim s. Dee said in regards to th is b i l l we need to be fle x ib le . HONORARY HEHBERSHIP/ENROLLHENT ORDINANCE - A proposed change to the Enrollment Ordinance to allow fo r the establishment of a Honorary Membership Ordinance has previously been sent to Council for review. D o lly said th a t she had a couple of recommendations to add to the Ordinance. One is fo r a p p lica tio n s to be submitted during the f i r s t 90 days of the calendar year instead of any tim e. The other, one L,s.. th a t , supposing we put someone on the r o ll and through a marriage that c h ild becomes a dependent. Craig said th a t the ordinance could say that you are not e n title d any b e n e fits under th is ordinance, NOTION #11 - D o lly Fisher moved to approve the Honorary Membership Ordinance with the follow ing changes: 1) a p p lic a tio n s are to be submitted during the f ir s t 90 days o f each calendar year» 2) persons adopted as honorary members of the S ile tz Tribe sh all not be e n title d to any b e n e fits unless they q u a lify independently under other federal laws. Seconded by Monte Kentta. Motion approved» 9-0-0. Motion re tu rn to by Monte STEDCO REPORT - Curt Mader reported th a t at the la s t STEDCO meeting the Commission approved to negotiate a sale of Christmas Trees on the Chemawa Tree Farm. The Commission w ill be looking at ways to proceed w ith the Salmon processing p lant at the next meeting. STEDCO hire d a new re c e p tio n is t (G lo ria Durban) under the JTPA work experience program. STEDCO signed a contract with LS i L C onstruction, Inc. to do a re p a ir study on the 8- plex. They w ill be looking at re p a irin g or replacing appliances, plumbing, e le c tr ic a l, e tc. This was brought about because o f a complaint by one of the re n te rs. Just the ro tte d s ta irs w ill cost about $1600 to re p a ir. The C ity *o f Newport has put a time c o n stra in t to look at the Snow H ist Plant pro pe rty. The Port of Newport is also in tereste d in purchasing the plant and STEDCO would lik e to look in to a jo in t venture w ith the P ort. The Oregon Museum of Science and Industry has contacted STEDCO about maybe b u ild in g a Museua in the Newport area s im ila r to the f a c i lit y in Portland, They want to be close to the Marine Science Center and Aquarium and they have contacted STEDCO to see i f they would be in terested in going in to a jo in t venture. I t may be good to pursue construction o f the b u ild in g and reserve space for a r e ta il store or incubator business (where you set up fu tu re entrepreneurs to tra in them how to s ta rt a business,and get out on th e ir own). The f ir s t meeting w ill be on Monday and w ill be to get an idea of what they want. Andy asked why they wanted STEDCO to be the land owner. Curt said they are looking at someone to purchase th e .b u iI ding because they are unable to do i t themselves. The Port owns the property and are w illin g to work, with STEDCO. Dee asked i f the.re are other in tereste d p a rtie s and i f they are s t i l l in te re s te d . Curt said they are not for sure. One of the p a rtie s contacted the C ity ’ s development o ffic e but they have not heard from th e |L,since. Dee a?k.ed about the Chemawa tree farm and i f they are going to spray the tre e s. Dee said they are s ta rtin g to bud and she was understanding th a t they can’ t be sprayed a fte r they have starte d to bud. Before anyone goes on the tre e farm they have to stop at Chemawa and get w ritte n permission to be on the land. L i l l i e asked about the job p o s itio n s w ith C a ffe !I B ro s .. Curt said a fte r the la s t meeting everything has been put on hold. Curt is meeting wit.h C a ffe ll th is Monday to look over the log so rt yard in Newport. Council agreed th a t it would be b e n e fic ia l to have a Council member present during the meeting. L i l l i e said th a t she would attend. Dee asked Curt i f STEDCO discussed c o n flic t of in te re s t. Curt said ju s t b r ie f ly at the March 30 meeting. Dee said th a t she was under the impression th a t STEDCO and Council would have separate discussions on c o n flic ts of in te re s t and then have a jo in t discussion on what c o n s titu te s c o n flic ts o f in te re s t and ways to resolve the problem. Mary V ile s said th a t she thought i t was a c o n flic t o f in te re s t fo r the Chairaan o f STEDCO and Vice-Chairman of the Council to hold both p o s itio n s and be involved in in it ia lin g and making decisions. Frank said th is discussion seems to center around him and h is p o s itio n on STEDCO Board and i t was appropriate at th is time for him to resign as Council Representative on STEDCO. Honte asked i f he was s t i l l in tereste d in serving as a Commission member. Frank said no because he would s t i l l vote the sane way whether he was Chairman or a Commission member and the c o n flic t of in te re s t would s t i l l be the re . L i l l i e said they are not questioning h is opinions but the p o s itio n he f i l l s and the d utie s involved w ith those p o s itio n s . Mary said th a t the same issue was brought up at the Reno meeting when Dee was Chairman of STEDCO and the Council and the STEDCO Charter was changed as a re s u lt. You can not draw a lin e between Chairaan and Vice-Chairman. Dee said tha t th is has more far reaching a ffe c ts , fo r instance ATNI where you can get elected as an o ffic e r ./M a r y said tha t having 2 Councils or Commissions w ith in one tr ib e is considered to be to re o f a c o n flic t o f in te re s t. Gladys said th a t she wondered about th is when Dee le f t as Chairman o f STEDCO and then Frank was elected as Vice-Chairman o f the Council. Dee said
