Beginning at 6:30 p.m. Tribal Council members w ill be reviewing information on the history and related information for the land acquisitio presentations. Coun cil members, staff and tribal attorney w ill break into teams to make presentations to local, county, state officials and other agencies to gather support for our bill. The next preparatory meeting and prac tice session w ill be August 25,1987. A presentation w ill be made at the STEDCO meeting on 8/29/87. Jones, Phil Rilatos, LeRoy Wilder, Judy John, Ted Werth. Vice-Chairman, Bud Lane, called the meeting to order at 6:08 p.m. Roll call was taken w ith 5 council members present and 4 absent. Douglas entered the meeting at 6:48 p.m. MOTION #1 — Mary Alice Muncey moved to approve the amended agenda, adding General Manager's Report and Travel Requests after approval o f the agenda. Seconded by Frank Simmons. Motion approved, 5-0-0. GENERAL MANAGER'S REPORT — Phil presented the water and sewer agreements between the Siletz Tribe and the City o f Siletz. LeRoy reviewed the agreements and is recommending approval, provided that the City's attorney/professional fees do not exceed $1,500. The city has agreed to negotiate the cost of water/sewer for Government Hill at the same cost as in the new agreement. MOTION #2 — Dolly Fisher moved to approve the Water/Sewer Agreements between the City of Siletz and Confederated Tribes of Siletz Indians o f Oregon, provided that attorney and professional fees for the city do not exceed $1,500 for both the water and sewer agreements. Seconded by Rank Simmons. Motion approved, 5-0-0. Gary and Ishbel Butler are having a feast and giveaway for their daughter on August 22, 1987. They requested approval to have a campout and sweat. The only open fire will be for the sweat. Coun cil approved this request. When the new personnel policies were approved, there was a section omitted allowing the General Manager to advertise in and out of house at the same time. Council agreed they wanted this section left in. Mona Fisher had been pro moted into the Head Start Teacher posibion effective September 1st, by Resolution. Phil asked if the termination of contract employees affected Mona. Council agreed that because the promo tion was approved by Resolution, effective September 1st, and the Council did not intend to violate any Tribal Law or the Indian Civil Rights Act, and therefore her contract w ill stand. Phil reported he received a transfer of funds in the amount of $73,017.89 for the Thayer Creek right-of-way. TRAVEL REQUESTS — Phil requested travel for Judy and Mona to attend the RAP workshop. MOTION #3 — Frank Simmons moved to approve out-of-state travel for Judy John and Mona Fisher to attend a RAP workshop in Tacoma, Washington, on September 10-11, 1987. Seconded by Bonnie Petersen. YES: Mary Alice Muncey, Bud Lane, Frank Sim mons, Bonnie Petersen. NO: None. ABSTAIN: Dolly Fisher. Motion approved, 4-0-1. LAND ACQUISITION REPORT — LeRoy presented information on the land acquisition bill. Council reviwed the draft land acquisition bill and agreed to divide into teams to make presentations on the land acquisition effort. MOTION #4 — Rank Simmons moved to enter Executive Session to discuss Land Acquisition, 6:59 p.m. Seconded by Dolly Fisher. Motion approved, 6-0-0. MOTION #5 — Rank Simmions moved to return to Regular Ses sion, 8:25 p.m. Seconded by Dolly Fisher. Motion approved, 6-0-0. Phil presented a resolution approving the Attorney contract. The resolution states that the total paid under this contract is $60,000, w ith a commencement date of May 1, 1987. MOTION #6 — Bud Lane moved to approve the Attorney Contract, w ith a maximum paid of $60,000, and commencing on May 1,1987. Seconded by Bonnie Petersen. Motion approved, 6-0-0. Bonnie Petersen read a letter from the Softball Team requesting a donation from the Tribal Council for their trip to the USSSA Western Softball Regional Finals in Anaheim, California. Council Members agreed to break into groups of 3 to put together and practice their presentations on Land Acquisition. MOTION #2 — Bud Lane moved to enter Executive Session to discuss Land Acquisition and the Timber Market, 6:13 p.m. Second ed by Rank Simmons. Motion approved, 6-0-0. MOTION #3 — Bud Lane moved to return to Regular Session, 8:38 p.m. Seconded by Bonnie Petersen. Motion approved, 6-0-0. Bud discussed the Council's plans to speed up the timber sales in order to take advantage of the timber market increase. The work plan needs to be put aside so that all efforts are put into getting the remaining timber sale for this year and next year's timber sale can be put up immediately to capitalize on the timber market. MOTION #4 — Bud Lane moved to instruct all staff and all agencies to assist in expediting the 1987 and 1988 timber sales in order to take advantage of the timber market. Seconded by Frank Simmons. Motion approved, 6-0-0. Council discussed which organizations and agencies they needed to make presentations to regarding the land transfer. The first presentation w ill be a practice run at the STEDCO meeting on Saturday. Dee noted the Gerard, Byler and Associates contract would expire at the end o f September and Council needed to decide what services they would like to contract w ith them next year. GENERAL MANAGER'S REPORT — Phil presented a request from the Softball team to use the pow-wow grounds for their fund raiser. They agreed to clean up the grounds after use. Council approved this request. Toledo High School is having a beginning of the school year celebration and requested use o f our picnic tables. They w ill pick them up and return them. Council approved this re quest. Phil presented two travel requests.
