Revenue Sharing Update
All Special Projects Funds in the Revenue Sharing
budget have been depleted. All remaining funds are in the
following categories:
Death Benefits
Holiday Fund
Disaster Fund
Death Benefits funds are for funeral and related ex
penses. Holiday Fund is for projects surrounding holidays
(i.e. Memorial Day, Christmas, Easter, etc.) Disaster
Fund is for families or individuals who have incurred
some sort of major disaster (i.e. Major car accident,
House Fire, Flood, etc.)
The above funds are available now. All requests, except
Death Benefits, must be presented before the Tribal Coun
cil for approval. Applications for these funds can be pick
ed up at any tribal office. Tribal members must return
them to the Council Secretary at the following address:

Siletz Head Start News
As another Siletz Tribal Head Start school draws to a
close we would like to thank the students, parents, and
community members for making our school year a great
success. When people work together for a common goal,
our children, wonderful things happen for every person in
volved.
We welcome all community members to attend our
HEAD START GRADUATION ceremony on May 20th at
7:00 pm at the Siletz Tribal Center. We are looking for
ward to seeing you there and have a sunny summer.
Siletz Tribal Head Start Staff
Siletz Tribal Head Start is a child development pro
gram in Siletz providing in-depth services for preschool
Indian and non-Indian children and their families. Head
Start classes for three, four and five year olds include a
wide variety of educational, social, cultural activities,
balanced meals and transportation to school each day —
Monday through Thursday.
Our program is accepting applications now and
through September. The eligibility requirements are as
follows:
1) Families with Indian Children
2) Families with Handicapped Children
3) Non-Indian Families with Children

S E C T IO N 1: P U R P O S E A N D A U T H O R IT Y .
The purpose of this ordinance is to provide a method to
develop, adopt and modify the Tribal Council budget. The provi
sions of this ordinance apply to the expenditures of revenues from
sale of tribal timber or other tribal enterprises by the Tribal Council
or its representatives. It is not intended to apply to budgeting pro
cedures related to federal, state or other governmental or private
grant programs.
S E C T IO N 2: B U D G E T C O M M IT T E E .
There is hereby established a permanent Budget Committee
consisting of the Tribal Chairman, Vice-Chairman, General Manager
and tw o tribal members at large. The Committee shall have respon
sibility for advising the Council on fiscal matters and for preparing a
preliminary budget for submission to the Tribal Council as set forth
below.
S E C T IO N 3: IN IT IA L B U D G E T D E V E L O P M E N T .
The tribal fiscal year shall be from October 1st of one year until
September 30th of the following year. On or before the first of
every calendar year, the General Manager shall notify all Tribal
Council members, programs, committees and other interested par
ties of their right to submit proposals for the utilization of tribal
timber revenues. Requests for timber revenues must be submitted
in writing and include a detailed budget and justification for the
utilization o f funds. Requests for funds must be submitted to the
General Manager's office on or before March 1st of each calendar
year.
S E C T IO N 4: P R E L IM IN A R Y B U D G E T .
On or before June 1st of each year, the Budget Committee shall
review the requests for funding and shall prepare a preliminary
budget for Council review. A t the regular Tribal Council meeting in
June, the General Manager shall present the preliminary budget
together with a detailed justification for each line item submitted.
S E C T IO N 5: C O U N C IL R E V IE W A N D D E LIB E R A T IO N .
The Tribal Council shall take the preliminary budget and recom
mendations under advisement. No later than the regular Council
meeting in August, the Council shall adopt its final budget. If the
Council fails to adopt a final budget, the previous fiscal year's
budget shall be in effect until a new budget is adopted. During the
time for consideration and deliberation, the Council may request
further information and justification from the General Manager
and/or the Budget Committee regarding the recommendations.
Each Council member is expected to have his or her individual
questions answered on or before consideration and adoption of the
budget.
S E C T IO N 6: B ASE B U D G E T A N D S P E N D IN G G R O W T H .
The final Tribal Council budget adopted for fiscal year 1987 shall
be deemed the Council's base budget. The Council is authorized to
change line items and modify the amounts in the existing line items
but may not increase the total expenditures beyond 2% percent of
the previous year's budget.
S E C T IO N 7: M O D IF IC A T IO N .
The General Manager is authorized to modify the budget by
redistribution of funds from one line item to another provided that
no modification may reduce a line item by more than ten percent or
exceed tw o percent of the total budget. Modifications in excess of
the foregoing may be approved at the discretion of the Tribal Coun
cil upon submission of a timely request by the General Manager
together with such justification as he deems appropriate.
S E C T IO N 8: S U P P L E M E N T A L A P P R O P R IA T IO N S .
Additions to the budget may be approved by a majority of the
entire Council, provided the supplemental appropriation does not
raise the total budget above the ceiling established by Section 6.

W H E R E A S , the Siletz Tribal Council is empowered to act on behalf
of the Confederated Tribes of Siletz Indians of Oregon
pursuant to Article IV, Seciton 1 of the Tribe’s Constitu
tion approved June 13 ,197 9 by the Acting Deputy Com
missioner of Indian Affairs; and
W H E R E A S , the Tribal Council has self-imposed budget restrictions
on the Tribal Council/Tribal Government budgets for the
next forty years; and
W H E R E A S , the Tribal Council desires procedures for compiling
their budget; and
W H E R E A S , the Tribal Attorney prepared a Budget Ordinance and
the Tribal Council has reviewed this Ordinance; now
THER EFO R E BE IT R E SO LV ED that the Siletz Tribal Council
hereby approves the attached Budget Ordinance.
BE IT FU R T H E R R E SO LV ED that the Siletz Tribal Council hereby
waives the second reading of the Budget Ordinance.

W H E R E A S , the Siletz Tribal Council is empowered to act on behalf

established in Section 3 of the Budget Procedures Or
