PAGE 14 - JUNE, 1985, SILETZ, OREGON Council Minutes Continued----------------- Doni reported that we have received a letter from Head Start stating that they will renew the Head Start grant for this year, but will attach special con ditions that they are not going to let us continue to contract with the Salem Head Start Program after this year. They also do not feel that we need a teacher and full tim e Coordinator. A m eeting has been scheduled for Dee, Phil, Alta and LeRoy while in Washington, D.C. to discuss this matter. Phil stated that he has appreciated the support received from Council since becoming General Manager. Doni reported that final allocations have been received from the Bureau for this year. Only received 93 percent of the Indirect and had a 2 percent reduc tion in programs across the board. The Bureau still has not allocated Indirect for the new contracts, which is Forestry. Siletz Men’s Softball Team — Several m embers of the team entered the meeting. Bud Lane read a letter requesting that the Tribe sponsor the team by purchasing uniforms, paying tournament fees, and paying for phone and postage expenses. Uniforms would become property of the Tribe. This would enable the team to represent the Siletz Tribe, instead of a specific merchant. The Team will be open to any Tribal m ember, with a roster of 16. Try-outs will be held to select the 16 players. MOTION #23 — Douglas Brown moved to sponsor a Siletz Men’s Softball Team from Timber Revenue. MOTION DIES FOR LACK OF A SECOND. After discussion, it was decided to reduce the Contract Support line item in the Tribal Government Budget, and create a separate line item for the Men’s Softball Team. MOTION #24 — Frank Simmons moved to modify Tribal Government Budget, decreasing Contract Support and establishing a $2,500 line item to sponsor a Siletz Men’s Softball Team. Seconded by Bud Lane. Motion unanimously ap proved 9-0-0. Culture Committee Report — Andy Viles — Andy reported that the Informa tion Gatherers have been selected. Norbert Johnson in Salem, Bonnie Peter son in Springfield, Cindy Viles in Portland and Denise Wilson in Siletz. Will be holding a training session in Corvallis tomorrow. Next Culture Committee m eeting will be next Sunday at 11 a.m . Revenue Sharing Requests — 27 Em ergency Grant requests were received, with $1,500 available for distribution. Council instructed the Secretary to make approved payments to the specific vendor instead of paying directly to the person. Limit for the Em ergency Grant is $100. The requests not approved this quarter w ill be reconsidered in July. MOTION #25 — Douglas Brown moved to approve the following Revenue Sharing Em ergency Grants: Arthur Betts up to $100; Leonard Flanary up to $100; Edward Case up to $100; Monte Anderson up to $100; Elen Lash up to $100; Frederick Hostler up to $100; Rayna Blacketer up to $100; Norman Strong up to $100; William Strong up to $100; Joella Kline up to $100; Royce Strong up to $100; Joel Strong up to $100; Madge Mason $44.95; Cynthia Valen zuela up to $100; Brian Moody up to $100. Seconded by Bud Lane. Motion unanimously approved 9-0-0. Delores P igsley had to leave the m eeting at this tim e, 5:10 p.m. Vice- Chairman, Arthur Bensell, conducted the remainder of the meeting. Roll call was taken with all nine Council Members being present. Delores stated that the purpose of this Special m eeting was to review and approve subm is sion of the ANA Proposal. She stated that Lynn Engles reviewed the proposal while the delegation was in Washington, D.C. and felt that it was a good pro posal. The proposal outlines the establishment of a comprehensive land use plan, studying the possibility of a modular housing construction business, and a foster home recruitment program. The amount requested is $158,000 to fund these three projects. Doni White said that the budget needs to be looked at because it requires 20 percent in-kind. Council proceeded to review the draft proposal with LeRoy, Delores and Doni answering various questions. MOTION #1 — Alta Courville moved to authorize submission of proposal to the Administration for Native Americans. Seconded by Frank Simmons. Mo tion unanimously approved 9-0-0. LeRoy Wilder asked if Council had been informed that we have received the supplemental funding for the Roads project. No, have not received the infor mation in writing yet. Delores P igsley said that a letter has been received from Martha Yallup, Director of Education for the Yakima Tribe, requesting a resolution of sup port for adequate funding for Haskell Indian Junior College. Chairman ex plained the funding process. MOTION #2 — Arthur Bensell moved to send resolution of support for Haskell Indian Junior College. Seconded by Mary Alice Muncey. Motion unanimously approved 9-0-0. Phil Rilatos requested authorization to enter into an agreement with JTPA for transfer of tribal member participants into the Tribal Government workforce following completion of Work Experience and On-The-Job Train ing. This would require an amendment to Section 617 of the Personnel Manual. MOTION #3 — Alta Courville moved to approve amendment to Personnel Manual, Section 617, to include language authorizing the General Manager to enter into an agreement with JTPA for transfer of tribal member par ticipants into the Tribal Government workforce. Vernon Brown questioned whether this policy discriminates against other In dians. JTPA serves all Native Americans, not only tribal members. LeRoy Wilder said that this is border-line and should be researched before approved. MOTION #26 — Douglas Brown moved to approve the following Revenue Sharing requests: Barbara Fisher $150 from Sports & Recreation; Bob Tom $250 from Special Projects; Doni White $200 from Special Projects; Sharon Butler $200 from Death Benefit; Wilma Strong $200 from Special Project; Sue Bevens up to $162 from Special Projects; Bob Tom $150 from Student Fund. Seconded by Vernon Brown. Motion unanimously approved 8-0-0. Phil then requested an amendment to the Personnel Manual, Section 605, authorizing supervisors to adjust staff work hours to begin at 7:30 a.m ., with lunch adjusted accordingly to cover phone calls. A lot of calls are placed to Central Office before 8 a.m . and during the lunch hour. MOTION #27 — Douglas Brown moved to approve Revenue Sharing Special Project request from Alice Werth for Siletz Ladies Club in the amount of $450, with stipulation that all Tribal Members be invited. Seconded by Alta Cour ville. Motion unanimously approved 8-0-0. MOTION #4 — Kristi Martin moved to approve amendment to Personnel Manual, Section 605, authorizing supervisors to schedule office hours starting at 7:30 a.m . with lunch hour from 11:30 to 12:30. Seconded by Alta Courville. Motion unanimously approved 9-0-0. MOTION #28 — Vernon Brown moved to approve Revenue Sharing request from William DePoe for purchase of one jacket in the amount of $150 from Special Projects. Seconded by Douglas Brown. Motion unanimously approved 8-0-0. Phil reported that EDA has denied our request to modify the EDA budget. He indicated that a trip to Seattle may be warranted to explain our proposed management systefn. Phil requested travel approval for himself, Doni White and LeRoy Wilder to explain our system to EDA. Travel Requests — MOTION #5 — Vernon Brown moved to authorize out-of-state travel for Phil Rilatos, Doni White and LeRoy Wilder to Seattle, WA. Seconded by Alta Cour ville. Motion unanimously approved 9-0-0. MOTION #29 — Mary Alice Muncey moved to approve the following travel re quests: Mike Cloughesy, Bud Lane, Frank Simmons and Arthur Bensell to Seattle, WA on April 29-May 3 to attend National Indian Timber Symposium. Mike Cloughesy to Hoquiam, WA on April 22-24 to attend Timber Sale train ing ; Jeff Williams to Seattle, WA on April 30 to attend HUD training. Second ed by Vernon Brown. Motion unanimously approved 8-0-0. MOTION #30 — Bud Lane m oved to approve travel for four JOM students to Spokane, WA on April 21-25 to attend Education Conference. Seconded by Ver non Brown. Motion unanimously approved 8-0-0. Kristi Martin requested travel for Arthur Bensell, Delores Pigsley and herself to attend upcoming NCAI m eeting in Sparks, NV. MOTION #31 — Mary Alice Muncey moved to approve travel to NCAI in Sparks, NV for Arthur Bensell, Delores P igsley and Kristi Martin on June 3,4 and 5,1985. Seconded by Bud Lane. Motion unanimously approved 8-0-0. Dolly Fisher said that she is a delegate to NCAI and would also like to attend the meeting. MOTION #32 — Mary Alice Muncey moved to approve travel for Mary Fisher to attend NCAI in Sparks, NV on June 3, 4 and 5,1985. Seconded by Douglas Brown. Motion unanimously approved 8-00. Mary Alice Muncey asked if she can go visit the other Area Offices. Yes, on your own. She also asked if Council was going to go to Pi-Um-Sha in June. Have tim e to approve at next meeting. LeRoy Wilder said that D ee asked him to bring up a letter that has been received from Gary Butler regarding eye glasses for Allen Kentta. Dee will write a letter to the state authorities. MOTION # DIES FOR LACK OF A SECOND. Chairman’s Address — Delores Pigsley — The Planning Committee has been very busy. Have been working on a land acquisition project to acquire an ad ditional 12,000 acres of timber land. Have recently met with the County Com missioners,staff from Les AuCoin and Mark Hatfield’s office. During a recent trip to Washington, D.C. m et with representatives from the Bureau of Land Management, Bureau of Indian Affairs, the Administration for Native Americans, Head Start, and the White House. Discussion included the land acquisition project, saved the Head Start program, funding proposals and economic development projects. Met the Micronesian delegation, they may com e to our area in the near future. Discussion at the Bureau focused on our logging road problem. May be receiving supplemental funding to do a road plan. Staff Report — Phil Rilatos — Phil said that he was hired as General Manager for the Tribe on April 9. Appreciated receiving the full support of the Council. Phil said that one of his projects is to reorganize administration, delegating som e authority'to supervisors. The reorganization also provides a career lad der for em ployees, j o b Descriptions recognize work experience instead of focusing entirely on education. The Tribe has about 28 projects in the works right now which include an ANA proposal for a shopping mall and road plan, an EDA proposal for an economic development plan, an ANA proposal for a housing construction business, and comfort facilities for the Pow Wow. The comfort facilities will be ready for use by the tim e the Pow Wow dates arrive. Job Corp will provide the labor, with the Tribe purchasing m aterials, plumb ing and electrical costs. Total cost of the project will be about $35,000. Other projects in the works right now include the expansion project, expansion of the service area, Tribal Specific Health Plan, Housing HUD Project, Chemawa land acquisition project and administrative staff improvement project. Phil said that he was available if anyone has questions. Pauline Ricks asked if additional parking will be available for the Pow Wow. Phil responded that with the construction of the comfort facilities, this should add som e parking space. The Tribe has also purchased a front-end loader to move som e of the dirt piles around the Pow Wow grounds. Shirley Walker suggested that we provide a shuttle down town for short term visitors to the Pow Wow. Phil said that he will look into this. Betty Unger asked if the administrative reorganization is for all employees, or only tribal members. Phil responded that it was for all employees. Announcements —• Chemawa Pow Wow is this weekend. Chemawa gradua tion is May 31. Chemawa Alumni Gathering is May 31 and June 1. U of O Pow Wow is next weekend. Springfield Indian Education Pow Wow is the following weekend. Jane John reported that -the Cultural Information Gatherers have been hired, Denise Wilson in Siletz area, Norbert Johnson in Salem, Cindy Viles in Portland and Bonnie Peterson in Springfield. Superintendent’s Report — Dave Bartels — Dave is representing Nelson Witt, who could not attend today. Dave reported that the Agency and tribes will begin working on the budget process. The Agency is hosting a two-day session in Newport on Monday and Tuesday to review these procedures. The Bureau works two years in advance. Will be starting work on the F Y 1987 budget. The Agency has three more tribes under their jurisdiction. Have a new staff member, Ben Picotte, who is the Contract Specialist. Will add another clerical position next month. These new positions have not been open to the public, because the Bureau is in Reduction in Force status. Recently review ed the tribal programs, all are very satisfactory. Phil recommended that the Selection Committee meet on Monday to inter view for the two job positions. Chairman said that Tuesday would be better. Interviews will be scheduled. Alta Courville requested that the next Regular Council Meeting be held at the Salem Area Office on May 18. Meeting adjourned 6:30 p.m. has not turned that around; Ed said that he wanted to honor two men today who have been influential in his life. The first is his father, Archie Ben, who cannot be here today because he is confined to his bed. This is probably the first General m eeting he has not attended since restoration. He still thinks of his people though. Ed pointed out a War Bonnet on display, made by Robert Rilatos, Jr. and his wife. Ed said that, because his father will be unable to deliver an opening prayer at the legislature this year, Arthur Bensell will deliver the prayer in honor of Oregon Indian Week. Many times, Art has bor rowed Archie’s War Bonnet for special occasions. Ed Ben presented Arthur Bensell with the War Bonnet in remembrance of his late brother, Robert Rilatos, Sr., and the Rilatos and Ben fam ilies. Art thanked Ed and said that this is the proudest moment in his life. Chairman stated that the minutes of the February Geneal Council meeting have been published in the newsletter. Called for approval of the minutes as published. Q. Does Medicare pay for outpatient surgery? A. Medicare can pay for certain specified outpatient surgical procedures p e r formed in a Medicare-cer tifie d outpatient surgical center. The center can be affiliated with a hospital or it can be independent, but it must provide only outpa tient surgery services and must have an agreement with Medicare to do so. Q. Where can 1 apply for SSI? A. I f you think you may be eligible fo r SSI, you should apply at a Social Security office. It is to your advantage to apply as soon as possible, since no pay ments can be made for any day before an application is filed.
