Further Discussion — Withholding txes from Council’s pay, to be exempt from taxes. Tribal employees must both live and work on a Reservation, Keith Taylor was hired by the Pow Wow Committee as an advisor. Art asked about the status of the bank loan. Jim said signatures from the four authorized Council members is needed. Mary Alice asked if the $1,500 came in from the Lutheran Church. Jim said it had and would be placed in a separate account. Elouise Case expressed a concern on the Chairman and Council Secretary not signing out and perhaps a full-time secretary was not needed. Nancy Simmons interjected that she kept a personal record of the Council Secretary’s time. Bev Hatch stated that she is in and out of the office because she runs errands for the Council. Mary Fisher also stated that Bev works extra hours and her time is ad justed accordingly. Additional hours are only charged for Council meetings. Qelores was concerned on Forest Gerard’s letter and if a decision had been made. Mary Fisher said he had also called and was told that there is currently no funds for a Washington, D.C. consultant and if there ever was, he would be kept in mind. Meeting adjourned, 6 p.m. JoAnn Miller Tribal Council Secretary MEETING: Special Tribal Council DATE: April 23, 1983 TIME: 10:00 a.m. PLACE: BIA — Siletz Council Members Present: Ed Case, Delores Pigsley, Robert Rilatos, Douglas Brown, Art Bensell, JoAnn Miller, Mary Fisher, Jane John. Council Member Absent: Elouise Case. Meeting was called to order at 10:09 a.m. A few minutes of silent invocation was observed. Doni White read a letter she’s drafted to the Family Services office in Newport on the treatment of Tribal members of their staff. She would like the Council to ap prove the letter. MOTION #1 — Delores Pigsley moved to approve sen ding the letter. Seconded by Robert Rilatos. Motion car ried 8-0-0. MOTION #2 — Robert Rilatos Moved to go into Ex ecutive Session at 10:16 a.m. Seconded by Delores Pigsley. Unanimously approved. Break — 12:13-1:15 p.m. Regular Session Discussion on cost of living raises for employees and funding of several positions. Jim proposed paying part of the salaries of the development employees from timber admin, fees. Enrollment and the Newsletter could be com bined into one position, Hunting and Fishing and the Court Clerk could be combined and the Council secretary could be paid from a 638 contract. Further discussions on the Field Reps positions and lack of staff evaluations. Break — 2:35-2:50 p.m. Springfield Office: Kathryn Harrington called to say an office location had been found. Jim, Frank and in terested Tribal members will look at the site. Program Director: 28 applications, including 3 in house. Council members and Jim will review on the 24th. Travel Requests: . MOTION #3 — Art Bensell moved to approve travel for the Salem and Springfield JOM Coordinators, students and parents to the annual Indian Youth Conference in Seattle, Wash., as requested. Seconded by Delores Pigsley. Motion carried 8-0-0. MOTION #4 — Robert Rilatos moved that Delores Pigsley attend Affiliated Tribes meeting for two days, 5/17-18, in Tacoma, WA. Seconded by Ed Case. Motion carried 8-0-0. Mary Fisher said Sheila Weinman, NW Portland Area Indian Helath Board, would like a letter from the Tribe sent to Senator Slade Gordon requesting a hearing on the Area Health Office closures. MOTION #5 — Delores Pigsley moved that a letter be sent to Senator Gordon. Seconded by Art Bensell. Motion carried 8-0-0. Mary Fisher asked for Jim ’s response to Vickie Nelson’s letter. Jim was unable to find documentation on why the request was denied. A letter was received from Arthur Betts on his employment through CETA. Jim ex plained the circumstances of the fire in the storage shed on Government Hill. Art recommended that Mary Fisher answer Arthur’s leter saying that Jim would contact Ar thur concerning his employment. Mary asked about the Pow-Wow committee’s time taken for meetings and if it would be split out on their time sheets since they are reim bursed for serving on the committee. The Pow-Wow Com mittee report will be placed on May’s agenda. MOTION #6..— Robert Rilatos moved to dedicate the building on Nov. 18 in conjunction with the Restoration Day celebration. Seconded by Delores Pigsley. Motion carried 8-0-0. Jim will have the memo signed by staff for the next meeting. Revenue Sharing Requests Lilly Butler requested $175 for Kent Rilatos to attend a wrestling workshop and national competition. Mary Fisher checked with Kent’s mother and she concurred with the request. MOTION #7 — Jane John moved to approve $175 for Kent Rilatos to attend a wrestling workshop and the na tional competition. Seconded by Douglas Brown. Motion carried 8-0-0. MOTION #8 — JoAnn Miller moved to approve $175 for a women’s softball team. Seconded by Art Bensell. Motion carried 8-0-0. Other: A letter was received from Chemawa Alcoholism Education Center requesting a letter in support of Vickie Belgardin recognition of her work and service to Indian youth. MOTION #9 — Douglas Brown moved to send a letter in regard in support of Vickie Belgarg. Seconded by Ed Case. Motion did not carry, 3-4-1. Discussion: An invitation to Chemawa’s Pow-Wow was received. Dee, Art, Jane and Robert will attend. Mary Fisher said that revenue sharing and housing information is being given out. Portions of that information are con fidential. An inventory and location of keys to storage sites should be received by Monday, 4/25. A report on Tribal finances of $1,000,003 to the Bureau of Census show ed that one-half of that amount is paid on staff salaries. The Excutive Committee was discussed. Concerns were expressed on testifying on the Archaeological Bill and IC- WA and the security of Government Hill. A timber meeting will be held 5/20. Jim asked if any action could be taken by Council on the proposed plan by DOL to close the Regional offices. MOTION #10 — Delores Pigsley moved that DOL and Oregon Congressmen be contacted in support of keeping the DOL Regional offices open. Seconded by Jane John. Motion carried 8-0-0. Mary Fisher reported that Tribal concerns had been given to Suzanne Bohn of Les AuCoin’s office. Bev Hatch requested Council’s support of the Title IV Parent Committee’s recommendation that Mike Darcy be appointed to the Board of Directors for Oregon Indian Education Association. MOTION #11 — Delores Pigsley moved that letter of support for Mike Darcy’s appointment to OIEA’s Board of Directors be written. Seconded by Art Bensell, Motion carried 8-0-0. A concern was expressed on the Siletz JOM Parent Committee meeting being held in the Coordinator’s home and not in the Area office. Meeting Adjourned, 5 p.m. JoAnne Miller Tribal Council Secretary NOTICE “JOM (Johnson O’Malley) Students” — Due to the lack of funds the JOM program has been closed for the summer, with the exception of a field trip that will be planned for the last part of July. Letters will be sent to you letting you know what kind of field trip and when it will take place. This trip will include all JOM students enrolled With the program. If you are in need of tutoring during the sum mer, please call me, Sharon Butler, 444-2514, and I will see that you get help until the money runs out. Hope to see you all in July. Information on duties and responsibilities will be sent. INDIAN CLAIMS LIMITATION ACT OF 1982 On December 30, 1982, President Reagan signed the “ Indian Claims Limitation Act of 1982. ” By the end of 1983 the Act will bar any suits brought on behalf of Indians by the United States for certain pre-1966 claims against par ties other than the United States. Any claims for contract violations, trespass or other wrongful acts of third paties relating to Indian Lands and Property arising before 1966, must be identified and presented to the Secretary of In terior within the next six months. Claims not presented will not be eligible for considera tion for action by the United States on behalf of the clai mant. Claims that are presented will be reviewed by the United States for possible action. Individuals and Tribes whose claims are rejected may bring their own actions. By the end of 1983, however, all such claims could be bar red. Tribal members who have information regarding any possible claims souid call or write the Tribal Council of fice and leave their name, address, day and night telephone number and identify the nature of the claim. The Council will be working with the Tribal Attorney to identify the claims that can be presented to the Secretary. Confederated Tribes of Siletz P.O.
