O R G A N IZ IN G FOR C IV IL IA N DEFENSE Responsibility for Success of State D efen se Is Placed D irectly On C ounty Council O rganization charts are furnished county councils wh.ch suggest seg- re<rat on of activities into five main divisions: protection, planning, nee- essities, com munications and public utilities. It is recommended th a t if an executive com m ittee is appointed by the council th a t each member be responsible for the operation of one of these general divisions. The clas- sification of the groups and th en respective com m ittees was intended to place allied or related groups to- gether. This was not entirely pos sible owing to the wide diversity of duties of some com m ittees and the overlapping of some activities. If conditions in certain counties make it advisable to change the classifi cations, this should be done w ith th knowledge of the state coordinator. W here situations w arrant, the ad dition of com m ittees under the divi sions is recommended. The head of each division is charg ed with planning the work of the com m ittees under his direct super vision, is responsible fo r the prope education and train in g of the person nel and should see th a t the w orker; are properly equipped with such equipm ent as is available. These leaders should be picked with cart to insure g rea test efficiency and maximum speed in em ergency. The P rotection division is charged with g u arding hum an life and prop erty.
