C ertain ly th e six p er cent lim itatio n law is not the m ost ab so rb in g read in g and one could blam e th e v o ters very m uch if th ey get slig h tly irrita te d over i t ’s com plexities. T his year, things a re ju s t a little m u d d ier th a n usual, in th e first place, a n o th e r has been piled upon th e one w ihch co n sid ers th e school budget, this one to elect th re e new board m em b ers. And because of a couple of w ierd law s, th e tim e for th e elec tio n s is all fouled up. So v oters this com ing M onday will h av e to go to tw o s e p a ra te elections at th e sam e place. S o m etim e betw een two and eig h t P. M they will cast th e ir votes for th e th re e m en they wish to re p re s e n t them on th e school board. And from eig h t to nine P. M., th ey will decide on w h e th e r o r not to approve th e funds n ec essary for th e budget o v er th e six p e r cent lim itation. A w eek ago w e’d have said th e school board election w as th e m ost c ritic a l (in fact we did). B ut five very able men hav e fihxi for th e th re e positions. No m a tte r who is elected, we feel we will have able, sensible re p re se n ta tio n on th e board So th e re m ain in g m a tte r is to vote (a fte r eight o’clock) on th e exceeding of th e six p er cent lim itation. Since th is is D istrict 17’s first y e a r as an independent d is tric t, it has had no election of its own, voting w ith the rest of C u rry C ounty on the school budget. T his y e a r’s excess over th e lim itatio n will he atxm t th e sam e as if we w ere still in the co u n ty -w id e d istric t. B efore we go to far, w e’d b e tte r explain this six p er cen t business. U nder th e law, a school d istrict can not spend m o re in a school y e a r th an it has spent in one ol the th re e y ears preceding, plus six per cent, w ithout ta k in g the m a tte r to the people. T his y ear, School D istrict 17-C needs about 76,(XX) m ore d o lla rs th a n would he jM umitted un d er th e six jmt cent lim ita tio n , so i t ’s b ringing th e m a tte r up to you. T h e reaso n s lo r its needs, we think, a re obvious. T he trem e n d o u s g row th of this a re a has called for new schools, new’ teac h ers, and new equipm ent. T h e m ain reasons it is needed this y e a r a re to h ire fo u r full tim e and one part tim e teac h ers; to c a re to r the increased o p e ra tio n a l costs of o p eratin g the schools to r m ore s tu d e n ts th an ever before, and to o p e ra te th e new high school building as well as furnish part of its equipm ent. A ctu ally, m illag e on p ro p e rty h ere should go down next y ea r, as in creased v alu atio n s a re re flected on the tax rolls. So the cost of taxes .per person should not be so severe. T his year, though, th e tact re m a in s: we not'd m ore m oney th an we did last y e a r . . . . you only have to look at th e grow ing a re a around you to see why. •U n d e r such circu m stan ces, it is obvious o u r schools could not function on th e m oney proscrilx'd in form er years.
