8 Brookings I larbor Pilot THURSDAY, NOV. 26, 1953 LETTER TO EDITOR I no te w ith luke w arm in tere st y o u r ed ito rial in th e P ilot for Nov. 19th concerning a provision fo r electin g the M ayor in a p ro posed C ity C h arter. I say “ luke w arm in te re s t” advisedly, because I am not at all convinced th at th e re a re m any people in this com m unity th a t have, o r a re ta k in g “ incorpora tio n ” and th e subsequent go v ern m en t of th e C ity of B rookings v e ry seriously. I ’ll even go so far as to include th e good E d ito r and his noble and seem ingly “ P ublic S p irite d ” editorials. As a resident of this com m uni ty I have n ev er been called upon to vote for a M ayor, as such. Som e tw o y ea rs o r so ago th e people of this com m unity w ere ca lle d upon to vote for m em bers of som e sort of in to ru m co m m it tee w hose purpose it w as to have th e tow n incorporated into a “C ity .” It was my un d erstan d in g a t th e tim e, th at this com m ittee, (ab o u t five in n u m b er) w ere also to act as th e “c ity ’s” first council an d th a t one of th e ir numb« r w ould be selected, by th e re m a in d e r of the com m ittee, to act a s M ayor for and in th e C ity of B rookings, for th e te rm of said C ity Council. 1, for one, refrain ed from qu es tio n in g m eth o d s of pro ced u re at th a t tim e on the grounds th a t ANY M ETH O D th a t would get th e tow n in co rp o rated should be ad a p te d . (In c id e n tly th e re is a little histo ry connected w ith the “e ffo rts ” to get the Tow n of B rookings, O regon in corporated into a city, rem ind m e to tell you about it some ra in y a f te r noon.) At any ra te , my u n d e r stan d in g at th e tim e w as th a t th is whole pro ced u re w as of an in te r im, or tem p o ra ry n atu re , and th at a lte r incorporation th e people of B rookings w ould be given the o p p o rtu n ity of electing a p e rm a nent city ad m in istratio n . If it is now found th a t ce rtain "in terim policies” are to be m ade P e rm a n e n t Provisions in a City C h a rte r, then I say th a t the P eo ple are en title d to know about it. «•ven though said C ity Chart«'!' m ay be subject to am endm ent i from- tim e to time. At this point I think it pro p er to s ta te that 1 believe th e present M ayor-C ouncil setu p in B rook ings is doing a EAIR job, consid erin g th e ir s ta rt from " sc ra tc h .” T ak e th e subject of Taxes, for instance (you can have i4) look how w o nderfully well Your C ity A dm inistration has kept T axes i down. This w ould be th e ad m ira- i tion and or envy of every Tow n & H am let in th e N ation, if they knew about it ( t h a t ’s w here th ' P ilot com es in) I shall not a t tem p t to e n u m e ra te here what has been accom plished. One need only to look about him to note evidences of accom plishm ents o r lack of them , as you p re fe r — by your C ity A d m in istra tio n to date. T rouble w ith you, Mr. E d ito r is th a t you do not ap p re c ia te “T h e L ittle Things in Life,” t h a t ’s why y o u ’re alw ays “G riping,” if you m ust pick on som ebody o r som ething ca n ’t you p«ck on the w e a th e r or som ething like th a t and just lay-off those poor g u y ’s in C ity H all. G e ttin g down to C ity adm in istra tio n again; May I be so bold as to m ak e a su g g estio n ? it is th is :—w hy have a M ayor (any M ayor) who is not d irectly re sponsible to th e People, but who is ju s t nom inally responsible to a “C ouncil” - in so far as th e “ M ayor” is also usually the a c t ing ch a irm an in th e delib eratio n s of th a t sam e Council. This to m<‘ seem s to be som ew hat of v a r i ance w ith w hat I ’v been tau g h t to be “F re e & U nincum bered D e m o cracy ” T h erefo re I concur in h • opinion ol the E d ito r th at t h ' M ayor Must be responsible D I R ECTLY To T he People. I ’l go a r h er th a n th a t, and say : W hy have a M ayor at a ll? W hy not ju st h ire a C ity M an ag er?, then if th e Old boy ilont “Cut th “ C u s ta rd ” in behalf of th e people, w hy just fir«' him. (C ity Council would be em pow ered to do this) instead of w aitin g one to 1 y ears to V ote a M ayor o u t? In the C ouncil-M anager S etu p you would have an a d m in istra tio n ru n on a moi«' business-like basis. It should be born in m ind ( “Advise to th«* E d ito r” ) th a t public officials are only hum an at best, th e re fo r if one know s th at 1 his |M»sition is sec u re at least until ' th«> next election, he is very likely , to act in a P red e te rm in ed m a n n er w hich m ay o r m ay not be to th e best in te re sts of the com m unity, w h e reas if th a t sam e official know s th a t he can be “ F ired for C au se” at any tim e he is m ore apt to "to e th«' line" for th e Com m on W eal E x ten d in g this subject ju st a m ite fu rth e r w hile I ’m at it I would say th a t it is not just the “crooked" P o litician s o r P ublic officials w hich should be tb ro w n o u t but also th e "Good Tim e ) C h arlies” w ho m ay occupy a seat : but never do a d n th in g in th e ir official capacities.
