And, fran k ly , w e’re not q u ite su re why. B ut w e do know i t ’s unnecessary. T he provisions u n d er w hich the h y d ra n ts w ere to lie in stalled w e re discussed a t th a t m eeting, and w ere verbally ag reed upon. T in y w ere to be put into c o n tra c t form , so th a t th e h y d ra n ts could be in stalled w ithin a c e rta in specified tim e. S ince th e n th e w a te r com pany has su b m itted a c o n tra c t to th e city. T he city a tto rn e y has found th a t co n tract u n ac cep tab le fo r reaso n s we do not u n d ersta n d , and su b m itted a second con- tr a c t to th e w a te r com jiany. T h a t has proven u n accep tab le to th e w a te r com pany. Now, w e r e not a tto rn e y s here, an d we w ou ld n ’t try to fath o m * th e differences w hich lay betw een th e tw o co n tra c ts. B ut w e do know th a t th e w ay to solve th e problem is not to sit a t d esk s at the tw o ends of th e city, firing copies of c o n tra c ts back an d fo rth like sm all boys w ith a couple of beanshooters. T h e re m a rk s th a t pass betw een th e two probably m ake in te re s tin g reading on o u r pages, and I suppose we should be g ra te fu l for th a t reason. B ut w e’re not. W e’d r a th e r see the re sp e c tiv e counsels for the city and th e w a te r com pany sittin g a t a desk to g e th e r and really try in g to w ork out a m u tu a lly a c cep tab le pact. And most of all w e’d like to see som e fire h y d ra n ts in this city . . . soon. . . before th e lack of them has cost precious lives. The People Who M an the Blood Bank T h e rcsjm nse of the B rookings-H arbor blood b an k is in itself w o rth an ed ito rial. O ver 1,000 people have m ade th e trip to the city hall to have th e ir blood typed so th a t they can be ready, in any em ergency, to give o r receive blood. But even m ore n o tew o rth y th an th e response a re the effo rts of th o se who have e a rn e d on the w ork ot the blood bank. 'f a k e Dr. Ed S am uel, for instance.
