M.C. T h e re have been some pessi m is tic reports recently on the subject o f Federal finances. It appears th a t expenditures by our F e d e ra l governm ent fo r the com in g fiscal year m ight exceed its incom e In o th e r words, some ol th e experts now say th a t the budget may not be balanced in fisca l year 1954. There m ay be n d ifie it. I have m entioned this u n ch e e rfu l p o ssibility before but u n til recently no figures on w h ic h to base a prediction were available. N ow at least a few figures can lx* stated w hich indicate the trend. T reasury receipts are prom ising to he more than the T ru m a n budget predicted. Thus fa r this fiscal year w hich ends June 30. income has been $5H 6 b ililo n s compared w ith $52.5 b il lions lo r the same period last year. T h is m ight possibly mean an increase in income over the $6N 7 b illions estim ated fo r next year. The o rig in a l T ru m a n ex p e n d itu re estim ate was $78.6 b il lions T he previous a d m in is tra tio n , then, anticipate d a d e fic it o f about $10 billions fo r fiscal y e a r 1954. Recently, however. President Eisenhow er estim ated that eight and one-half b illio n s (about the am ount of the to ta l budget in p re -w a r years) could be c u t from the T ru m a n estim ate. House ac tio n on five b ills thus fa r has cut alm ost tw o billions. The rem ain ing money b ills are the big ones in clu d in g the m ilita ry It is s till therefore a fa ir guess, only this tim e w ith some fig u re s to sup- p o rt it, th a t the T ru m a n budget may be cut ten b illio n s when Con gress finishes its job of m aking appropria tions fo r fiscal y e a r 1954, re s u ltin g in a balanced budget. Several large ite m s in the Federal budget are not subject to much, i f any. reduction. These include Veterans A d m in is tra tio n $4 5 billions, in te re st on the pub lic debt 6 4 b illions, and the atom ic energy program $2.7 b il lions, fo r a to ta l o f $13.6 b illio n s in the alm ost “ untouchable” bracket, o r 17.3 percent o f the o rig in a l budget. The D e p a rtm e n t o f Defense plus European de fense aid calls fo r $53.1 b illio n s o r 67 percent o f the budget So if the above listed “ m u s t” item s are uncut and the defense budget is not pruned, reductions m ust come fro m the re m a in in g 15 percent o f the budget (less than $12 m illio n s ) fo r the o rd i nary operation o f the govern m ent. Therefore, in o rd e r to a- chieve a ten b illio n cut redduc- tions m ust be made in m ilita ry , foreign aid and atom ic energy also. I f those item s are reduced and between tw o and three b il lions lopped o ff the 12 estim ated needed fo r re g u la r governm ent operations it m ay he possible to balance the budget fo r fiscal 1954, in spite o f recent gloom y reports. • • • Those w ho read m y le tte r las, week can understand m y belief ttu it the Defense D e partm ent s|»ending can be reduced w ith o u t a c tu a lly reducing the q u a lity o r the q u a n tity o f m a te ria ls fo r o u r defense program . In th a t le tte r 1 pointed out th a t o u r m ilita r y establishm ents have been o p e ra t ing fo r years in a psycholigieal to dull on e’s those o f todav. A t the same tim e I feel no great urge to go in to spasms of ecstacy re la tiv e to the m am m oth in s titu tio n s o f le a rn in g w hich now seem to be the goal o f every com m u n ity in the land. One some how gets the im pression th a t the value o f m odern education is measured by the size of the b u ild ing in w hich it is dispensed and the seating capacity of the g ym nasium and stadium . A v is ito r, being shown th ro u g n one of these m odern m onum ents to the ta x d o lla r, w ill be greatly- impressed as his guide shows him the m odern seating, lig h tin g , the heating and room arrangem ent. The tin te d w alls, the b e a u tifu l drapes, the g liste n in g floors w ill cause even the m ost sophisticated to m arvel at the advances mad? in educational a rc h ite ctu re . B ut very seldom w ill he who is show ing you around say “ And we have a w o n d e rfu l s ta ff o f teach ers. They are paid salaries com mensurate to those in other pro fessions. T hey own homes and are an im p o rta n t p a rt o f o u r com m u n ity . Best o f a ll, the students they are educating are every w here earning a re p u ta tio n fo r having been w e ll taught.
