In order to provide the needed phones for the growing areas we serve and to continue • to improve telephone service for all of our present customers, we are now planning a new expansion pro gram totalling about thirteen million dollars. In order to insure fair earnings for the people who will invest their money to finance this program of new • construction, we find it necessary to request increases in telephone rates.
