City Attorney Glenn Klein told the council last week that if some- one could still build on their lot, just further back from the stream, an appraisal may show they would not have a valid claim under Measure 37 since the new regulations did not reduce the value of the property. Also, Klein said some economists may say that the lot ac- tually increased in value since neighbors also weren’t allowed to build so close to the stream, encroaching on views.
