North Douglas Herald November 2024 Douglas & Lane County Public Safety Report Scottsburg Fatal Shooting Scottsburg, OR - Detectives are investigating a fatal shooting incident that occurred on Monday in Scottsburg. On Monday, October 21, 2024, at approximately 12:00 pm, deputies were responding to a reported criminal mischief and assault in the 5000 block of Lutsinger Creek Road. While deputies were responding, 9-1-1 dispatchers received additional calls from the residents in the area reporting the incident was escalating and reports of gunshots heard. When deputies arrived, they located 58-year-old Darrel Dow Dodd unconscious with apparent gunshot wounds. Deputies attempted lifesaving efforts, which were unsuccessful. Detectives with the Douglas County Sheriff’s Office and the Douglas County Medical Examiner’s Office responded to the scene. Through the investigation, it was learned that Dodd was armed with a weapon, had broken into a residence and began assaulting and strangling a female known to him while threatening to stab her. Another individual attempted to intervene, but Dodd continued his attack. Dodd was shot twice by a third individual. The incident is being investigated as a case of justified defense of another person, based upon the evidence and circumstances of the incident, although the investigation is ongoing. Once the investigation is complete, it will be forwarded to the Douglas County District Attorney’s Office for review. Firearm Accident Investigation Tiller, OR - Douglas County Deputies investigated an apparent accidental shooting on Sunday evening in Tiller. Shortly before 7:30 p.m. on Sunday, October 20, 2024, deputies responded to the 32000 block of Tiller Trail Highway for a report of a person with a gunshot wound. When deputies arrived, they learned 63-year-old Carolyn Hatley had sustained a gunshot wound after finding and handling the firearm. Ms. Hatley reported to deputies the injury was accidental and she was uncertain how the firearm discharged. She was transported to Mercy Medical Center for treatment of her injury. Deputies conducted follow up and have concluded in the incident was accidental. In-Custody Death Roseburg, OR – A Sutherlin woman died of an apparent suicide while in custody at the Douglas County Jail. On Monday, October 14, 2024, at approximately 5:40 pm, a deputy discovered a female adult in custody (AIC) unresponsive in a holding cell from an apparent suicide attempt. Deputies immediately summoned emergency services and began life saving efforts. The AIC, identified as 38-year-old Katrina Nicole Robertson of Sutherlin, was transported by ambulance but could not be revived. “My heartfelt condolences are extended to Ms. Robertson’s family,” Sheriff Hanlin said. “The safety and security of those in our custody is of utmost importance to me as Sheriff. In the interest of providing an independent investigation into this tragedy, I have requested the assistance of an outside agency. I wish to thank the Roseburg Police Department for assuming this investigation and conducing a thorough review of the facts.” Any further information will be released by the Roseburg Police Department. Vehicle vs. Motorcycle Fatal Crash Riddle, OR - A Myrtle Creek man died in a motorcycle vs. vehicle crash on Riddle Bypass Road Friday night. Shortly after 10:30 p.m. on Friday, October 11, 2024, 9-1-1 dispatchers received a report of a motorcycle vs. vehicle crash on Riddle Bypass Road near the intersection with E Street in Riddle. Deputies, along with fire and ambulance personnel, responded to the scene. Deputies learned that 81-year-old Warren Currier of Riddle was operating a 2007 Toyota Tacoma southbound on Riddle Bypass Road when he began a lefthand turn onto E Street. As Currier made the turn, a collision occurred with a northbound 2024 Ninja Kawasaki motorcycle operated by 20-year-old Gage Matthews of Myrtle Creek. Matthews was pronounced deceased at the scene. Warren was transported by ambulance to Mercy Medical Center for treatment of his injuries. The roadway was closed for approximately five hours as deputies conducted the scene investigation. Reference Case #24-3959. The Douglas County Medical Examiner’s Office, Riddle Fire District and Umpqua Valley Ambulance also responded to the scene. Missing Man Safe Lookingglass, OR - A man listed as missing out of the Douglas County Sheriff’s Office was located Wednesday evening, October 9, 2024, by California Highway Patrol. Originally reported that Shane Patrick Thomas, 39, was listed as a missing person out of the Douglas County Sheriff’s Office. He was last thought to be in the Sparks, Nevada area but indicated to family he would be back home within a few days on October 1st, 2024. He was traveling in a silver Suzuki 4d with unknown Oregon plates and thought to be with his Rhodesian Ridgeback puppy named Lucy. Shane has tattoos, is about 5’10” with blue eyes and long brown hair. CHP reported that he was in good condition and not in need of any assistance. Fatal Plane Crash Eugene Man Killed Roseburg, OR - The pilot and sole occupant of a single-engine plane was killed Thursday morning while attempting to land on the turf runway of George Felt Airport in the 400 block of Felt St in Roseburg. At about 11:30 am on October 3, 2024, 9-1-1 dispatchers received calls from witnesses working at the private airfield known as Felt’s Field. The witnesses advised the pilot was attempting to land the small, yellow, fixed-wing plane when the crash occurred. After running out of runway on the first attempt, the pilot circled around and attempted the landing again, according to witnesses. The plane bounced off the ground, was launched back into the air and hit the top of a tree with the propeller before taking a nosedive to the ground. Deputies responded with firefighters and emergency medical providers from Central Douglas Fire and Rescue and Umpqua Valley Ambulance. The pilot, Steven H. Kretsinger, 65, of Eugene, was pronounced deceased on scene. Investigators from the Federal Aviation Administration and National Transportation Safety Board were notified of the crash. Kretsinger’s next of kin has been notified. EHS Student Arrested Elkton, OR - On Wednesday, October 2, 2024, at 1:38 pm, 9-1-1 dispatchers received a call from the Elkton High School reporting they were in a self- initiated lockdown. The principal reported the lockdown was the result of a student on campus with a firearm. At the time of the call, the student’s whereabouts were unknown. Multiple deputies, along with Sutherlin Police Department and Oregon State Police responded to the scene. While responding, the school called back to indicate they believed the student was no longer on campus. Other area schools were placed in lockdown until the student could be located. Deputies eventually contacted the student in the area of Azalea Drive in Elkton. A backpack was recovered, and a Glock replica BB pistol was located inside. The student, a 17-year-old male, was taken into custody and lodged at the Douglas County Juvenile Detention Center on the following charges: Disorderly Conduct I Menacing x2 Probation Violation The Sheriff’s Office is continuing its investigation working closely with school officials and agency partners. Suspect Arrested for Menacing Cottage Grove, OR - On October 21st at about 6:30 p.m., Lane County Sheriff’s deputies responded to a residence in the 32100 block of Latham Road, south of Cottage Grove, for a dispute. The callers were able to exit the residence, leaving only Ashley Marie Carter, 34, of Cottage Grove, inside. As deputies investigated, they determined there was probable cause to arrest Carter for Menacing APA (Abuse Prevention Act), a mandatory arrest for law enforcement in Oregon. Deputies attempted to deescalate Carter and gain cooperation, however she refused to exit and armed herself with a knife. Deputies applied for and were granted a search warrant to enter the residence to arrest Carter. Several less lethal tools were used, including a Taser. Carter was still uncooperative and attempted to hide inside the residence. K9 Hector was deployed. Carter then complied with commands and was arrested without further incident and was lodged at the Lane County Jail for Menacing APA, Unlawful Use of a Weapon, and Resisting Arrest. The Lane County Sheriff’s Office would like to thank the Cottage Grove Police Department and Oregon State Police for their assistance on this call. LCSO Case #24-5665 Burglar Arrested near River Rd Eugene, OR - On October 18th at about 2 a.m., Lane County Sheriff’s deputies responded to a report of a burglary in the 1100 block of Maxwell Road, Eugene, after a resident heard their alarm activate and Page 3 discovered a broken window. Once deputies arrived on scene, K9 Ripp was deployed to search the building. He quickly discovered a male, later identified as Adam Leroy Linday, 40, in a bathroom. Linday had barricaded the door closed. Deputies talked Linday into surrendering, and he was arrested without further incident. Linday was lodged at the Lane County Jail for Burglary in the 1st Degree, Criminal Mischief in the 1st Degree, and Criminal Trespass in the 1st Degree. Learn more and donate at: www.lanecounty.org/government/county_ departments/sheriff_s_office/about_us_- _now_and_then/police_services_division/ k9_unit Fatal crash on NW Expressway Eugene, OR - On October 15th at about 7 a.m., Lane County Sheriff’s deputies responded with Eugene Police and Eugene Springfield Fire for a report of a crash involving two vehicles on Northwest Expressway south of Park Avenue in Eugene. The Lane County Sheriff’s major crash investigation team also responded. The crash involved a white 2013 Toyota Sienna minivan and a tan 2007 Chevy Trailblazer. Initial investigation revealed the Toyota was driving north on the expressway and the Chevy was driving south. The Chevy, for an unknown reason, crossed into the oncoming lane and the vehicles collided. The driver of the Toyota died on scene. The driver and passenger of the Chevy were transported to an area hospital, but the driver of the Chevy later died. Neither occupant of the Chevy were wearing seatbelts. The driver of the Toyota was wearing a seatbelt. The driver of the Toyota was identified as Amy Lyn Samson, 55, of Eugene. The driver of the Chevy was identified as Daniel Eugene Pina, 37, of Eugene. Additional investigation indicates the driver of the Chevy may have suffered a medical event while driving, leading to the crash. The roadway was closed for several hours as deputies investigated and tow companies cleared the roadway. The Lane County Sheriff’s Office would like to thank the Eugene Police Department and Lane County Public Works for their assistance in keeping the roadway closed so deputies could focus on the investigation. LCSO Case #24-5523 Off-duty Deputy solves Burglary Eugene, OR - In mid-September, an off- duty Lane County Sheriff’s deputy learned a friend’s shop had been burglarized, and quickly located a chainsaw stolen in the burglary for sale online. The deputy set up a meeting to “buy” the chainsaw (along with some on-duty deputies) in the River Road area of Eugene. The suspect, later identified as Zachary Rivers, 38, changed the meet location and arrived in a different vehicle, but eventually produced the chainsaw in question. The deputy was able to confirm it was the stolen saw, and on-duty deputies arrived to arrest Rivers. A search of the vehicle yielded approximately 80 grams of methamphetamine, a large bag of Psilocybin mushrooms, large amounts of marijuana, scales, burglary tools (which appeared well used), stolen mail, stolen credit cards, and additional property from the burglary.
