pany of the N orthw est, Inc., file d w ith the Public
U tility C om m issioner of Oregon revised rate sched
ules to establish increased rates to its Oregon cu s
tom ers
If approved as subm itted, th e $18 6 m illio n
requested w o u ld represent an increase of about 16
percent in total Oregon in tra s ta te revenue
Basic one -p arty reside n tial rates for G eneral T ele
p hone's cu stom ers w o u ld increase in the range of
$3 62 to $6 55 per m onth, depending on the
exchange involved, local c a llin g a v a ila b ility and type
of service provided

The com pany's request for a rate increase m ust
be view ed as part of the c o n tin u in g tra n s fo rm a tio n
taking place w ith in the te le co m m u n ica tio n s indus
try The Federal C om m un ica tion s C om m ission and
various court decisions have introduced c o m p e titio n
into those segm ents of the business th a t previously
provided a subsidy to local exchange service As
th is subsidy begins to disappear in the face o f com
p etition, local service rates m ust m ore tru ly reflect
th e ir actual costs
Included in th e com pany's request for increased
rates is an o ffse t of the im pact of FCC decisions
a ffecting changes in depre ciatio n expenses and the
to ll se ttlem en ts process
C onsum ers w ill ben efit from dereg ula tion
changes th ro u g h the a v a ila b ility of new services
and the a b ility to choose telephone e qu ip m en t from
a variety of sources
The im pact on the com pany o f the prolonged eco
nom ic slo w d o w n also plays a role in our request for
higher rates Despite e ffo rts to c o n tro l costs, the
com pany has been unable to earn an adequate rate
of re tu rn Low er than expected local and toll
revenue, com bined w ith hig he r operating expenses
and hig he r d ep re ciatio n rates, are re s u ltin g in an
erosion of e a rn in g s despite e ffo rts to hold dow n
costs Revenue under the present ta riff is not s u ffi
cien t to cover increased costs.
