Motives of planning department questioned

the proposed project, an­
nounced the county plann

site's wetland area from 19
acres down to nine acres

wetlands was questionable

wetlands are two areas,
considerably smaller in

development site
The first area is located
on the northeastern boun
dary of the development,
and is located near the
vicinity of Miller Road and

M arilyn Leslie, a CPO
representative for the Lolo
Pass Zig Zag area, ques­
tioned the authority of the
county in reducing the
acreage of the wetland
Leslie, who is also a
m em b er of the E n ­
vironmental Committee On
Suitability, the organiza­
tion that initially identified
the a re a as having
wetlands, said the county’s
actions was a violation of
the state land use goals,
which require citizen input
She said the area R ELF
has proposed to develop
was discussed at great
lengths the past six months
during the updating of the
Mt Hood Community Plan,
which mandates citizen in­
put During the course of
that process, an estimated
19 acres was identified as
having noticeable standing
water
The map finally drawn
by the planning staff,
which designates the 19
acres as wetlands, was far
from being satisfactory,
said Leslie She said it did
not identify the wetlands’
"recharge” area, which is
equally as important as
identifying ponds, marshes
or bogs

Winegar of Prineville, a
consulting biologist for
ECOS, recognized the im ­
portance of this area's
wetlands
Winegar, according to
Leslie, considered the
areas surrounding the stan­
ding water of wetlands to
be of equal value and worth
preserving
These recharge areas
are important because they
discharge water into the
wetlands "on a timely
basis" throughout the year,
said Leslie
In addition, this water
filters through the soil
underground, said Leslie,
and provides the necessary
moisture for plant life, as
well as helping maintain
water levels in areas of
standing water and in near­
by creeks and rivers
According to Leslie, dur­
ing the public hearing pro
cess the planning staff had
been requested to submit
the criteria they used to
designate wetlands They
didn't provide this informa­
tion, she said.
Now that the plan has
been revised, and it’s too
late for further public com­
ment, they've changed the
wetland designations for
Brightwood Glen
"It's a typical insult and
affront by the county
government of goal one
(citizen input) violations,"
said Leslie
Leslie also charged that
the planning staff's new
wetland designation for the
Brightwood Glen area was
done with the assistance of
a consultant, Ken Bierly,
who works
