Groener, back in October,
stated at the hearing con
cerning ECOS recognition
as a community planning
organization, that he does
not read such notices
either.
“ They (th e co m m is
sioners) did not approve
the recognition of ECOS,
based on this Groener said
that even though they did
meet the requirements (of
the p u b lic n o tice o r
dinance), it wasn’t enough.
“ In this case, maybe the
Boundary Commission did
meet the bare minimum re
quirements of the law, but
the proper notification was
just not there.
“ The signs, like the

were not accurate
“ So what is the d if
ference between that deci
sion and the annexation
hearing?”

nothing that anyone can do
about the decision today.
She said that »he law pro
vides an explicit appeals
period, which is 60 days

passed since the annexa

difficult to try and contest
the action of the Boundary

any procedural error, if an
error was made, is to call
attention to it during the
time of the hearing,” said

of the people didn't” .
