• O SANOV (Ofw ) POSf Thur» October 15 1981 ( $ « In the gathering, hatching o f fish eggs benefits fro m private firms b> KEN DUBBIN Oregon Department ol Fish and Wildlife Private hatcheries are provided for under Oregon law and the Department has the responsibility for con trolling the development of brood stocks There are several potential sources of eggs for development of private hatchery egg sup plies One is to import eggs from a stock outside the Oregon coastal area or from fo re ig n c o u n trie s But genetic and disease con siderations make this a poor choice Another would be to use the nearest Oregon coastal hatchery stock However, many hatcheries to not have sufficient surpluses of eggs to permit this So the best aproach in most cases has been to use The Fish and Wildlife Department is in the process of c a p tu rin g w ild fa ll chinook and chum salmon in a number of coastal rivers to collect eggs for state hat chery p ro d u c tio n , the Salmon and Trout Enhance ment Program (STEP), and several private salmon hat cheries The private operators are paying for and in some cases participating in these opera tions and in return must pro vide juvenile fish back from the egg taken to replace and enhance the natural produc tion of the stream where eggs were collected Ski swap will aid SUHS team A ski swap is being held Oct 24 and 25 at Sandy Union High School, with proceeds going to the ski team Each c o n trib u to r w ill price their own equipment and clothing, and the SUHS ski team will get 15 percent of the proceeds Downhill and cross country equipment is welcome The sale will take place from 9 a in till 6 p m Satur day, and 9 a m Sunday This number of srnolts is generally greater than the number of srnolts that would result from leaving the fish in the stream to spawn naturally There is an ex tremely high death rate in the wild between the egg and smolt stage In the Coos system, collec tion of fall chinook eggs is taking place on Tioga Creek for Oregon Aqua Foods The goal again is 300.000 eggs from which the company agrees to provide back 25,000 marked srnolts for stocking by the Department into the Coos system The trap there will also b<‘ used to take coho for the STEP program on the coast On Lobster Creek in the Bogue system, fall chinook eggs are being taken by trap ping and also by seining in the lower Bogue Biver to provide 300,000 eggs for Burnt Hill Salmon Ranch Other eggs are being col lected at the same time for the Department's STEP pro gram on the Bogue Burnt Hill Banch will be providing 25,000 marked srnolts for return to the Rogue Biver and is also cooperating in the STEP program by in cubating coho eggs for Department use on the Co quille Biver The Department is also taking chum salmon at a trap on Coal Creek in the Kilchis Biver system for Ore Aqua The goal is to take 1 I million chum eggs, of which 100,000 fingerlings will be returned to Coal Creek The Department has been criticized from some corners for taking public fish for development of private in dustry But the private in dustry is provided for by the Oregon Legislature and the Fish and Wildlife Depart ment was made responsible to insure that stocks of fish are used that will lx- com- patible with native stocks and that w ill enhance Oregon's fisheries The wild fish taken in each operation are replaced from the pro duction of each take of eggs, and the fish released by each private facility contribute to Oregon's sport and commer cial fisheries This practice of using wild seed stock was reviewed by the legislature in 1981 and replacement was made mandatory in HB 2992 These replacement fish can be marked so survival and contribution of the stocks can be measured and a portion of the fish from each p riv a te h a tc h e ry release are also marked so their contribution to Oregon fisheries can be measured In the m ea ntim e, the Department believes it is best to have private hat cheries use a native stock u n til e valuation proves another stock is a wiser chice. A side benefit of develop ment of local stocks for private hatchery use is that it gives the state the option later of using the same stock in public hatchery programs if the stock contributes well to Oregon fisheries The reality of fish from p riva te hatcheries con tributing to public fisheries has already been amply shown during this past fis h in g season when estimates showed more the 17 percent of all coho caught by sport and commercial fisheries in the Oregon Pro duction Index area were of private hatchery origin Elk hunters are reminded by the Eish and Wildlife Department tat there is again a cutoff date for the sale of elk tags this year The sale of tags to hunt Rocky Mountain elk will end on Oc tober 30. Mt Hood C leaners the native stock from the river (or nearby river) upon which the private facility is located Although private hatcheries are in business to make a profit from the adult fish which return to their fa c ilitie s , the fish they release are public fish from Ihe time they leave the private hatchery until the time thev return The D(*partment is con ducting an evaluation of the contribution these fish make to the state's commercial and sport fisheries, and at tempts are being made to find stocks of fish that con trib u te best to Oregon fisheries In the Siuslaw system fish are being collected at a trap on Sweet Creek and by sein ing in the river for Domsea Farms, Inc The goal there is to collect 300,000 eggs from which Domsea Farms will return 25,000 marked srnolts for release back in the river
