2 SA N D Y (O r» ) POST Thur» A ugust 20 1 98) (Soc 2 around the county Port OKs plan for Mulino airport • The master plan for a third Port of Portland reliever air port in Clackamas County at Mulino has tx*en approved by the Port’s Commission P u b lic p a rtic ip a tio n play ed a role in the formula tion of the reliever airport plan endorsed unanimously by commissioners present at last Wednesday s meeting A 16 member citizen's task force, consisting of local residents, property owners and businessmen, made specific recommendations which were incorporated in to the final plan In addition, public review meetings were held at various stages throughout the master plan study, which began in February The approved plan calls for: Development of an a ir port consistent with state, regional and local plans and policies Development of a con venient. well equipped fa cili ty to attract general aviation aircraft away from Portland In te rn a tio n a l A ir p o r t, minimizing potential pro blems associated with mix mg large and small aircraft Development of the a ir port in two phases I.ocal and F e d e ra l A v ia tio n A d m in is tra tio n F A A ’ ap provals will lx* sought only for implementation of the first phase (1962-87) of a ir port development Locally approved Phase II expan sion will proceed only after confirmation of the need for expansion — Phase I development to include a single. 3,500 foot runway, at least one fixed base operator, and hangar and tie-down space for 175 based a irc ra ft Phase I development will encompass approxim ately 283 acres within the airport boundary - Acquisition of 20 homes, as outlined in the develop ment alternative recom mended by the citizen's task force The estimated total cost of Phase I, including land ac quisition and capital im provements, will be $7 2 m illion in constant 1981 dollars The cost for Phase II improvements is estimated to be $7 7 million in constant 1981 dollars Costs of improvements proposed in the master plan passed by the Commission will be met with available federal gran, money and with revenue generated by the airlines at Portland In ternational A irc ra ft No local property tax dollars are projected to Iw needed Based on long range forecasts of aircraft demand and capacity in the Portland metropolitan area, the need fo r a general a v ia tio n re lie v e r a ir p o r t in Clackamas County was pro jected by Port of Portland planners as far back as 1974 First, according to Port management, the P o rt’s responsibility to meet the aviation needs of this region required a move to accom m odate the c o n tin u in g growth of general aviation activity, a growth that has t>een especially strong in corporate aircraft use Second, master plans for the P o rt’s existing a ir p o rts -P o rtla n d In te rn a tional, Portland H illsboro and P o rtla n d - Troutdale show that plann ed general aviation aircraft capacity is being approach ed at each of these facilities With the approval of the master plan, the Port will apply in late fall for land use approvals from Clackamas County Hoodland happenings Hood Community Bible Camp slated Friday , Aug. 21 The Wy'east Artisans Guild will present a “ Boxes.
