Instruction and Evaluation Department The depart ment provides help in career and vocational education, testing and assessm ent, c o u n se lin g , a tte n d a n c e , school standards and the talented and gifted pro grams Changes are intended to '■place more emphasis on se rv in g sm a ll school districts in Clackamas Coun ty, schools that often don't have the specialized cur riculum assistance available to larger districts,’’ Burns said In order to comply with new laws regarding the han dicapped. the ESD will run a sum m er instruction pro gram for about one third of the 150 mentally handicap ped students currently in the ESD program The students are ail from the county, bu, are enrolled in ESD special education programs The board also received in formation on the ESD's MOONLITE MADNESS solicitation and the effects of government cutbacks The group raised $12 2 million in 1980 to help fund 92 area social service agencies There are 94 agencies this year The new agencies are A Child's Place <Un Lugar Para Ninos i, a bi lingual, bi- cultural child care center which will receive $27,210 for its f ir s t y e a r; the M ainstream Youth Pro gram , a diagnostic and tre a tm e n t s e rv ic e for alcoholics under 21, which will receive $24.000; and the Metro Crisis Intervention Service, an emergency con tact agency for personal crises such as suicide, which will receive $42.000 Funding was discontinued for the Runyon Winchell Cancer Fund, since United Way added four units of the American Cancer Society THE GRESHAM Foot Doctor Dr. E.J. The U S Department of Agriculture announce pro posed rules that would change the way food stamp benefits are calculated in the initial month of application The changes are designed to reduce program coats and b e tte r ta r g e t p ro g ra m benefits to the actual needs of the applicant Rules now in effect allow people who qualify for benefits to receive a full month's allotment whether they apply on the second or 28th of the month “This so m e tim e s r e s u lts in hou seh o ld s re c e iv in g benefits retroactively and providing them food stamps for a period of time for which they have already purchased fo o d ," sa id a s s is ta n t Secretary of A griculture Mary Jarratt Under one option of the proposal, people who apply for food stamps after the 15th day of the month will receive only half a m onth's allotm ent This proposal could save $210 million an nually in fcxxl stamp costs Under the second option, food stamp benefits paid in the first month of eligibility would be prorated on a daily basis This should save some $420 million annually Jarratt said the proposal is in line with the department's efforts to reduce program spending and make it more accountable Approximately 23 million persons currently p a rticip a te in the program each month and receive $955 million in food stamps Development hearing set on Mulino Airport calls for acquisition and e x of an existing, privately owned, public use airport in Mulino A public hearing on the proposed developments of the Mulino Airport Master Plan has been scheduled for July 9 by the Port of Portland The facility is designed to serve all of Clackamas Coun p a n s io n ty.
