Thur» M ay 7 1981 (Sec 1) SA N D Y (O r » ) POST S Mandatory liability insurance law achieves goal O reg on 's m a n d a to ry a utom obile lia b ility in surance law w ill be three years old ,n July and of ficials of the Motor Vehicles Division say the program is achieving its major goal reducing the number of unin sured m oto rists on the highways "The percentage of unin sured drivers involved in ac cidents has dropped from about 14 percent to less than 5 percent," according to Jim Hunter, manager of DMV’s D rive r Services Branch "That's a pretty good indica tion that the law is having an impact." He said the statistics show that the law has had an ef fect on the number of traffic accidents involving unin sured drivers, even though DMV still gets complaints from people who say they have been hit by someone with no insurance. "The problem now is get ting to the remaining unin sured drivers," Hunter said "To get at that 4 or 5 percent, we would have to hassle a lot of people, and it would cost a great deal of money We have to strike a balance somewhere " The law was passed by the 1977 Legislature and took ef feet in July 1978 It requires drivers to have basic auto l ia b ilit y in su ra n c e Coverage is certified when a v e h ic le r e g is tra tio n is renewed When drivers renew their vehicle registrations, they sign a statement on the back of the renewal card stating that an insurance policy is in force It lists the insurance com pany and p o lic y number with the insurance company. The second method occurs when a driver is involved in an accident and files an acci dent re p o rt In suran ce coverage is checked with the com pany lis te d on the This information is not us ed to enforce the law and is one reason DMV has asked the 1981 Legislature to drop the requirement as a budget saving step report.
