petitioning for a special elec
tion in a school district is
disallowed in the case of a
defeated B levy
That's because when the
1979 Legislature enacted the
statute specifying the A'
and B’ levy system, it in
cluded a provision that a B
levy defeated in two elec
tions after passage of an 'A '
levy "shall not be submitted
separately at an election
authorized by ORS 255 355,"
Brown said
