Sens .Mark Hatfield and Bob Packwood, Oregon's two Republican senators, in troduced the "B everage C o n ta in e r Re-use and Recycling Act" in the US Senate, along with five co sponsors AuCoin, who helped draft Oregon's landmark bottle bill io years ago, said op ponents of the eposit law can no longer claim the system only works in small states such as Oregon and Ver mont. Michigan, the first large, industrial state to ap prove a bottle bill, has a system that has been widely deemed a success Six states — Oregon. Ver mont, Michigan, Connec ticut. Maine and Iowa and several cities and counties now have deposit laws "We can no longer afford to throw away precious energy and n a tu ra l resources," Hatfield said " I t doesn't make sense from any practical standpoint to discard 100 billion beverage containers every year These containers are re usable and recyclable, and under our bill we w ill go far in protecting our environ ment and scarce natural resources.’’ Under the two proposals, a mandatory 5 cent minimum deposit would be made on beer and soft drink con tainers AuCoin said the General Accounting Office (GAO), in a recent update of its 1977 study of the effect of a na tional deposit law, reported that a national law would reduce the beverage con tainer litter by more than 80 percent The study also sup . ports the 1977 finding that a deposit law would cut energy consumption for manufac turing, filling and transpor ting containers by about 30 percent "The throw away ethic must stop," Hatfield said "We need this logical incen tive for individuals to renew, re use and restore our wasted resources " AuCoin said the GAO report indicates that a na tional bottle b ill would create more than 80.000 new jobs He explained that the initial increased costs to the beverage industry would be cancelled out by higher revenues from the sale of recycled materials and from unclaimed deposits "B e v e ra g e c o n ta in e r legislation reduces solid waste and litter, conserves energy and creates jobs," AuCoin said "We simply ca n n o t c o n tin u e the throwaway trend " Review: T a le s p e r fe c t f o r c h ild r e n b> BARBARA WATERHOUSE For The Post The Sandy Public Library has added some fairy tales by “ The Story Teller" that in c lu d e tapes.
