BLM denies runway extension
A proposed extension of
Country Squire Airpark's
runway across federal land
near Sandy has tx*en re
jected by the Bureau of
Land Management
Edw ard G. Stauber,
BLM Salem
d is t r ic t
manager, reported that,
following a study of the pro
posal, he decided that the
environmental effects of
the project would be too
adverse to the residents of
the airport area
Arthur Skipper. Country
Squire A irp a rk owner,
sought the extension of his
existing runway by 2,000
feet The Federal Aviation
Administration had earlier
turned down his request to
install an instrument Ian
ding system at the airport
because of lack of justifica
tion fo r the airspace
restriction and the prox
innty to the Portland Inter
national Airport
ticipated noise, loss of
privacy, inadequate roads
to handle increased traffic,
the possible harassment of
domestic animals and fear
of loss of life or property if
more and larger planes use
the airport
Skipper's airport facility
is located three miles south
of Sandy
Although Skipper will not
extend the runway, BLM
will offer a 20-year lease
for a 15 acre area adjacent
to the western end of the
existing runway.
Stauber said that many
letters and petitions were
received by BLM with him
dreds of persons commen
ting both for and against
the proposal
The lease will allow
Skipper to maintain the
necessary clear zone and
a pp ro a ch s u rfa c e as
prescribed by the Federal
Aviation Administration,"
Stauber said
"Most of the residents
who live near the airport

proposal," Stauber said

hazard over time
‘‘Eventually, the airport
could lx* declared unsafe
for use and that event
would place a great hard
ship on the airport owner,"
Stauber said
Under terms of the pro
posed lease, Skipper would
pay fair market value for
the land and compensate
BLM for the value of the
existing timber The lease
also allows Skipper the op
tion to clear the area and
produce agricultural crops
or Christmas trees
