In addition, the regula tions w ill put into effect a provision of food stam p legislation enacted in May that allows states to develop a profile of types of food stamp cases and e lig ib ility factors that are most subject to error States would then be able to require verifies tion of all inform ation and food stamp cases that fit into these categories shown to be “ error prone ” “ The error-prone profile can be an im p o r ta n t management to o l.” said C arol R ucker Forem an, a s s is ta n t S e c re ta r y o f A griculture “ States should be able to use it to target their verification efforts on the inform ation and cases most likely to cause errors This can help to promote ad m inistrative efficiency while reducing errors at the same tim e .” Other changes in the new regulations w ill be verifica tion of household identity and residency in every case The rule also clarifies the state's authority for secur ing verification of inform a tion provided by destitute h o u se h o ld s s e e k in g emergency food stamps These changes are in addi tion to current verification requirements Currently, all people applying for food stamps must document their incom e, so cia l s e c u rity number and certain medical and u tility expenses. People who are not U.S. citizens must prove that they are legal aliens who have been admitted to this coun try for permanent residence States may also require all applicants to provide proof of liquid assets In addition, states must require proof of a number of other e lig ib ility factors, such as rent or h o u se h o ld c o m p o s itio n , whenever the inform ation provided by an applicant has been questionable Beginning in June last year. USDA required states to obtain social security numbers from applicants to facilitate cross-checks of in formation about applicants. Other new rules at that time required persons dis qualified for food stamp fraud to arrange to pay back the value of the stamps they received before being allow ed to rejoin the program.
